2.Does a candidate applying for a govt. Job face problem if he has done both 10th and 12th from different states/boards?

They will verify 10th class certificates and 10 + 2 class certificates also. There should not be any discrepancy in the two statements in common items. If the job is based on degree also they will verify these certificates also.
There will not be any problem if a candidate has done 10th and 12th from different states and boards. They will be considered on par with any other eligible candidates provided you fulfil all the prescribed qualifications and criteria.

Yes, they also verify both 10 and 10+2 documents. 10th for DOB and 12 for your stream. If you have passed both the classes on different boards or different states it will not create any problem for you. If you have completed your Graduation or PG then the 10+2 mark sheet will not be so important. It will only be verified for spelling checking of the name, father's name, mother's name, etc. Your Graduation or PG mark sheet will show your eligibility.
    Honesty is the best policy.

While verifying the documents the authorities will check the data regarding DOB, name, parents name, year of passing etc and if it is found consistent in 10th as well as 12th then it means that everything is in order.

It does not matter from which state board you have completed your 10th or 12th, what matters is uniformity and consistency of data.

    Knowledge is power.

Yes, they check every educational certificates 10th, 12th and college mark sheets . They verify the marks you get and the marks you write in application form. They just check the information you fill in the application form is correct or not. Board or university does not matters. What matters is the information you provide related to year of passing, age, date of birth,, etc.
