I have done 12th from dubai under CBSE Delhi Board so I can be considered under foreign student/NRI.
I am also sharing aboove details from DU site for foreign student, they say if you do 12th from international board you will not be considered for admission as foreign national candidate.

I chekced the Delhi Univeristy Foriegn Students Registry website(http://fsr.du.ac.in/pdf/Guidelines_FSR-17-02-2018.pdf). Only if you have a passport other than Indian passport with our without an OCI/IO card, you are eligible to apply via the FSR route in Delhi Unversity.

There are no agents or sub-authorisation for this process. So, if you hold an Indian passport you cannot apply via this rule.
