There are limited universities in India which offer this course. One of them is -

    Global Open University, Nagaland.
It offers 2 year course in Master of Real Estate Valuation. This is a correspondence mode program under section 22 of UGC act 1956.

There are not many universities offering proper real estate valuation courses by distance mode. There are centres that offer valuation in general and certificate courses are also being offered by various registered valuation bodies in India (this link has the list of the bodies and the website addresses http://www.ibbi.gov.in/rovs.html).

The Shivaji University has been offering Master or real estate evaluation. As per UGC norms, the title of the course has been changed to M.Com - Valuation of Real Estate.(http://www.unishivaji.ac.in/uploads/distedu/Home/Order%20under%2012(8)%20of%20MPUA%202016.pdf)- Please read page:3

The course eligibility and sylabus can be found in this pdf (http://www.unishivaji.ac.in/uploads/distedu/sc/Master%20of%20Commerce%20(Val.%20of%20Real%20Estate)%20Syllabus.PDF).
The course material has been formulated with guidance from former valuation and insurance experts from
Indian representative at International Valuation Standards Committee, Chairman – Central Valuation Board – Government of West Bengal, Director – Town Planning and Valuation – Government of Maharashtra,General Manager – New India Assurance and Practicing Valuers and Advocates from Pune, Kolhapur Mumbai).

This is the UGC letter for Shivaji university (https://www.ugc.ac.in/pdfnews/7447504_Shivaji-Univ.,-Maharashtra-(16.07.16).pdf).

The global university Nagaland offers M.Sc evlaution(https://nagaland.net.in/mscValuation.htm) BUT the UGC distance education site mentions recognition that is provisional and is dated from 2008-2009. Please check with UGC - distance education board before enrolling for these courses.

This is the UGC letter stating that open university degrees are on par with full time study degrees. (http://www.unishivaji.ac.in/uploads/distedu/Home/Equivalence%20Letter.PDF).

There are other centers that offer certificate courses
1.The Indian Institution of valuers (http://www.iivrvo.org/Eligibility.html)
2.Institution of Estate Managers and Appraisers(http://iesmarvo.net/financial-assets)
