The verdict of a movie to become superhit, blockbuster or flop all depends upon its capability of attracting most of the audience to the multiplexes and theaters in the different parts of the country. A movie earning good money in the starting days of its entry shows that it it making good audience to fill the theaters. when a movie is released, its original copies are purchased and distributed to the multiplexes all over the country. From the very first day of the movie, response of the movie from these multiplexes and theaters is taken as feedback to judge how much the movie is successful in making the people enter the cinema halls.
See, recently the movie 'Kamine' was launched and in its very first week it earned 80 crores. It means that audience for this movie was in bulk, that is why such a big sum was earned. ax a result it came under the category of hit or blockbuster. However, movies with poor performance in holding the audience are tend to fail. Hence they are declared as flop.

You can also judge the verdict on the basis of what the actual budget of the movie was and how much it ended up earning for example a movie with a 100 crore budget earning 120 crores is not such a big deal compared to a movie like the Blair witch project whose budget was around 2 lakh rupees and it ended up making around 600 crore Rupees.

There is actually no procedure by which you can have a verdict on the movie. But it depends upon the individual opinion.
The director, producer, music director of the movie of also plays an important role. Even a dumb script can be turned into a masterpiece. So u can analyse on that basis. You can also rate it on the performance of the actors in the film.
But most important criteria should be your personal opinion on the film after watching it!
