Hi Shreshtha,
You can attach document once you have posted the resources or article.
When you click on "Submit" after the article is posted.
You have two view " Return to resource" and "View current resource".
Click on View current resource.
Click Edit.
At the bottom or top you will be able to view the add attachment link activated.
Now you can go forward and attach a document.
