Sac,
I am surprised there are no Ads in the screenshot you attached. One reason I can think of is, you may be browsing from your company and their firewall may be blocking all Ads.
Or, you may have installed some software on your machine which blocks AdSense.
In rare cases, Google may not show any Ads if the site is not qualified or if there is no valid content in the page. But this will never be a problem with ISC.

If Ads blocked by firewall then there will be messages in place of add that "This ad is blocked".Am I right?
Another thing is that If I created Blog on other site except Blogger.com.Can these blogs are valid?
