Google can easily track such activities and if you participate in such programs, the AdSense account will be dis approved permanently. Google looks for various things like the time interval between clicks, pattern of clicks, the pages in which the clicks are received. The most important this is the click rate. If there are more than 2 clicks per 100 page views or if there are multiple clicks from same ip address, then they will mark your account as suspecious. If the activity is repeated, then they will block the account.
If you find high revenue in your account all of a sudden or if you think someone else is repeatedly clicking on Ads in your pages, you must report it to Google.
