Why people from Hindi speaking regions do not try to learn other languages?

Hindi is the language mostly used in North India. Many of those regions have their own languages but use mostly Hindi. In fact, English is the language which most people can speak, read and write. India is the second largest English-speaking country in the world. Now there are attempts to foist Hindi on non-Hindi speaking people which are likely to create problems. The North Indians expect others to learn and Hindi but they do not try to learn any South Indian languages? What can be the reason for this?
