Hey Gurvinder
Even i want to know the answer to point 1 posed by you. For second question i can answer, the attachment link works after you post your resource. For attaching something, you have to click on Submit for the first time.Your resource will get posted. Then again you'll have to go to your post, select to Edit . And your resource will open for editing purpose. At that point you can attach any file.
