It will ask you if you are eligible to pay tax. Just reply no and then it will accept it.
Click the tax-information section and select Foreign publisher with no U.S. Activities

Hi Lenin,
What Sajith has mentioned is right.
They need tax information if you are resident of US. So you can select as non-Us and go forward.

Thanks dears, i followed the way how sajith explained and now the hold has been released.
But one more doubt, i have got two url in site diagonostics, is there any wrong in that ,
that two urls are leading to my resources in ISC .

No. That also will not be an issue. Robost.txt just shows you that some pages have problems. Your Ad Sense value what has been declared by Google, you will not have problems getting it once it reaches Rs.100

And then login there
After that you can see one massage there
in tpo of page as warning.
There a little buttan 'click here'.
Click there and see there is a link for tex information .
When you click this link there will open a quetion.
Answer them step by stem .
By this you can submit you tex information at your account.
