Now a days premaritial HIV test should be mandatory . Here it is not a question of bride or groom , it invoves two families and freinds. If one is HIV +ve then it will not only jeopardise partner's life but will take away happiness from families and freinds too. Sometimes if not detected early it might ruin children life also. So it is better to be safe than late.

Yes logically true. But even till date if a doctor wants to write the test for HIV for any patient, who needs it, he has to go through many formalities before hand. He has to take written consent from the patient after counseling him fully. If he doesn't want, doctor cant do! This has major implication in public health. a doctor cannot refuse operation or treatment to a patient on the ground that he refused the test. Thus the health personnel are at greatest risk.
It should be mandatory before any operation, during pregnancy and then of course premarital as you have suggested.
