Here are the cutoffs available for the CAT
225 + = 100 %
180 + = 99.9 %
160 + = 99.7 %
150 + = 99.5 %
135 + = 99.0 %
120 + = 98.0 %

Probably we can relay on the cut off rate of 160 - 180 for this year for the best and top colleges of India, but we have to wait till Jan 09 for the final results, for more details please be online with the below link as a measure of updates, note that it's official

The cut off for getting all the sieven IIM calls (including IIM Shillong) should not be more than 140-150, considering the toughness of the paper. A score of 105-110 may fetch one or two calls.
