Hi,Manish,
The pins are to highlight specific posts & draw the attention of ISC members towards it.
* The red pin is for important announcements, such as new payment programs, awards, guidelines, etc. This pin is also put against posts that are testimonials, such as a member getting the first payment or the first AdSense cheque.

* The blue pin is for any Forum post that is interesting to discuss or some query put forth by a member that would get responses which would be informative to all members in general.

* The lock is put in for a Forum message [called a thread] after a sufficient number of responses. Each and every Forum post cannot be locked, as this is difficult due to the sheer volumes of Forum threads. It will be put in,for example, for a self-intro thread or an award announcement after a few days. It will be put in immediately if a member needlessly pulls up an old thread merely to get points.

* Regrding your title query: Older forums are any that are beyond 3 days; new forums are current threads. If a member comes across a Forum post that is beyond 3 days & is a genuine query that has gone unanswered, then it is Ok to pull up that thread with a response. Otherwise, it is best not to pull up old threads as then the new threads get pushed back and genuine queries remain unanswered. Also, unnecessary duplicate Forum threads send new threads behind.
This thread itself is a prime example: Your post is of the 8th, it got pushed back due to a member posting numerous duplicate posts needlessly.
