From my knowledge you can select "No" for all three questions that are asked at your Tax Information page.

you don't need to pay any tax buddy. here every thing is free.Initially i had the same problem.now every thing is going well.

Since Google does not have any arrangements with India Government yet, they are not able to report your AdSense income to Government of India. They may make some arrangements in the future, I guess.
However, as a good citizen, you are supposed to disclose all your income to the government of India and pay taxes !!!
