The value of human resources cann't be over-emphasised. During the last two decades, computerised machines are replacing human beings in the industries. As a result of this, the functions of personnel management have also taken a new turn. The proper or improprer use of the different factors of production depend on the wishes of the human resources. Hence, besides other resources, human resources need more development.
The personnel department of an organisation can be compared with the human brain. The different parts of the the body will not work if brain stops working. If the labour force of an undertaking is co-operative, a strong organisation can be built.
The following points bring about the importance of personnel function is management :-

1. The personnel manager is regarded by the employees as protector of their interests.

2. In order to provide stability to an organisation, personnel policies are developed by personnel manager.

3. Social or Human Approach :- This concept recognises labour as a human being and also a significant part of the organisation. This approach emphasises that investment in labour can often prove to be more beneficial than investment in other asserts. If labour is treated properly, most of the problems will be automatically solved. This approach, therefore, recognises that treatment of labour by management should not be of superior fatherly type, but rather one of mutual co-operation in the solution of common problems. This approach is becoming increasingly popular now-a-days.
