How to apply online for Delhi Govt. Urban Leadership Fellows program


Are you a young leader across India? Interested about public service to deal with acute urban problems? Eager to work under the state Government of National Capital Territory of Delhi? GNCTD has introduced the Delhi Chief Minister's Urban Leadership Fellows (CMULF) program as such looking for online applications. This article provides complete details including application procedures, eligibility, key dates etc. for young India fellowship.

What is CMULF program

For the sake of better quality lifestyle of Delhi residents, the Delhi Chief Minister's Urban Leadership Fellows (CMULF) program has been introduced by the state Govt. of NCT of Delhi. Under this fellowship, the state govt. will provide an opportunity to around thirty numbers of young men and women who are interested about public service to resolve various crucial problems related to the citizens of Delhi, presently for the year of 2016.

Admin Reforms department, relevant line department as well as Secretary or Director or Adviser of GNCTD will monitor the fellowship program. Not only their job will be supervised and guided by senior officials like Secretary or Director or Adviser of GNCTD; Honorable Chief Minister or Deputy Chief Minister will also scrutinize each fellowship assignment at an interval of every three months. In addition, Swaniti Initiative which is associated with governance sector will supervise online applications, recruitment procedure, training, review of performance etc. for young India fellowship programme, CMULF.

Details of Fellowship program

The fellowship has been programmed for a tenure of one to two years. After selection of successful fellows, each of them will be appointed allocating to any department of state govt. based on their skills and work experiences as well as requirement of the departments. A detailed assignment note containing their roles and responsibilities, not limited if required, under the assigned department will be provided to each follower after their joining.

First month will be for induction training which is divided into two parts:
  1. Training for one week: During this period training will be provided by the senior officials, ministers of the state govt. and experts of relevant subject on govt. processes and its activities, how to work with communities etc.
  2. Field immersion for two to three weeks: During this period each fellow will have to make a note on serious problems and their solutions concentrating on activities of assigned department on day to day basis, critical challenges and their recommendations.
First three months will be on probation. In case one passed this time periods successfully, (s)he will be granted to continue for rest period of Fellowship Program unless his termination. After one year authority will organize a performance appraisal based on which continuation for another one year will be decided.



Who can apply

  1. Graduate degree in any stream with a fabulous communication ability in writing as well presentation. Good academic records will help to provide extra advantage.
  2. Candidates having postgraduate degree will be appointed in specific posts.
  3. Reading, writing and speaking efficiency in English as well as Hindi language is needed.
  4. Applicant has to be an Indian citizen otherwise should have Persons of Indian Origin (PIO) and Overseas Citizens of India (OCI) status.
  5. Aspirants with working experience in public service and development sector will carry extra weight. Said experience in government sectors is preferred.

Age limit

Candidates from age group of 21 to 35 years during registration of their applications are welcome for this fellowship.

Achievement and career prospect against completion

  • Candidates will gain a vast experience on urban and social policies. It includes various daily matters like transport, health, education, pollution control etc.
  • They will learn every corner from planning to execution of any project related to various sectors like development, infrastructure, technology etc. as such their analytical and managerial skills will be polished.
  • A Internship certificate from GNCTD signed by Honourable Chief Minister, Sri Arvind Kejriwal, will be issued.
This fellowship assist all fellows to be an expert in their own field. As the analytical and managerial skills will be developed to solve any issue from beginning, it will spread your opportunity to various fields like policy and development sector. Fellows will be capable to perform to public service also.
Based on their academic qualification and working experience, they will be provided a monthly salary up to Rs. 1,25,000/-. Additionally, a laptop / desktop computer will be furnished for working purpose.

Selection procedure

Candidates will be shortlisted based on academic and professional qualifications in addition to responses against queries during registration of online application for face to face interview in Delhi. Candidates need to produce original copies of all supporting documents during interview. However facility of video conferencing may be allowed for exceptional candidates.

Application procedures for Urban Leadership Fellows programme

Only online applications will be accepted. Registration of online application for Delhi Chief Minister's Urban Leadership Fellows program 2016 can be done at official website, http://www.cmulf.delhi.gov.in/ by clicking 'Apply' button. There will be few steps which will come up one by one to fill in while you submit a filled in section. Candidates should click on 'Submit and Proceed' section after reaching to each new section. Finally, click on 'Submit Application' for final submission of your application.

Point to be noted that any modification will not be allowed to update your submitted application after final submission. However, candidates may inform about the change if required during their interview in case called for.

Important dates to remember

  1. Last date for registration of online application is 4th July 2016.
  2. List of shortlisted candidates will be published on 11th July 2016.
  3. Interviews will be held on 22nd July to 31st July 2016.
  4. Final list of selected candidates will be announced on 7th August 2016.
  5. Acceptance of offers from the candidates will be accepted by 16th August 2016.
  6. 2016 CMULF program will be commenced on 1st September 2016.
