Introduction and Purpose :
It is true but strange that along with global socio-economic advancement, there has been a rapid rise in the toll of human lives and economic losses due to natural calamities all over the world. Disasters have been mankind’s constant, though inconvenient, companion since time immemorial.
Natural disasters continue to strike unabated and without notice and are perceived to be on the increase in their magnitude, complexity, frequency and economic impact. They pose threat to people, structures or economic assets and assume disastrous proportions when they occur in areas of dense human habitation. It is to be noted that increasing population and various other socio-politico-economic considerations have forced people live in areas that are considered uninhabitable like flood-prone areas of major river systems and the low lying areas along the sea and islands, which are often inundated. Ninety percent of natural disasters and ninety five percent of total disasters related deaths world-wide occur in less developed countries. It is also observed that due to economic disparity, and unrestricted and unsafe technological development in less developed countries, man-made disasters are on the rise.
The problems in disaster management in less developed countries are unique due to seemingly competing needs between basic necessities for people and economic progress. It is often pointed out that most of the worlds’ worst disasters tend to occur between the Tropic of Cancer and the Tropic of Capricorn. Coincidently, this is the area inhabited by the poorer countries of the world. Major significance of this is that such countries find themselves facing repeated setbacks in progress in addition to mounting pressures on ecology and environmental conditions due to rising population. With this background, it is felt that a refresher course highlighting various man-made and natural disasters, mitigation and protection measures should be conducted for the benefit of the teaching faculty in engineering institutions to make the knowledge they impart to the budding engineers which can help to sustain such hazards and disasters.
The various topics that are expected to be covered include various natural disasters, man-made disasters and those which have mixed human and natural influence and the mitigation measures. In addition, application of modern technology would also be covered.
