How to submit online applications for 2017 SCERT Delhi Diploma courses in D.El.Ed. and DPSE

The State Council of Educational Research & Training (SCERT), Delhi has announced admissions open for Diploma courses in elementary education and pre-school education for the academic session 2017-2018. Applications have to be made online only through the official SCERT website from 20th June, 2017 to 5th July, 2017. You can seek admission in a Govt. District Institute of Education and Training (DIET) or a self-financing private institute recognized by SCERT.

SCERT D.El.Ed. Course

The Diploma in Elementary Education (D.El.Ed.) course is a full time teacher training course of two years. During the duration of this course, you cannot pursue any other course since it involves a lot of practical activities, such as excursions, workshops, projects & assignments in addition to the theoretical lessons.

Course Details

You will study 10 courses in each of the two years. The D.El.Ed. course syllabus is as follows:
First Year:
  1. Child Development

  2. Education and Society

  3. Educational Technology

  4. Language Education – Hindi/Punjabi/Urdu

  5. Language Education - English

  6. Environmental Studies Education

  7. Mathematics Education

  8. Health and Physical Education

  9. Work Education

  10. Art Education

Second Year:
  1. Psychological Perspectives of Education

  2. Socio-philosophical perspectives of Education

  3. Curriculum, Pedagogy and Evaluation

  4. School Leadership and Management

  5. Health and Physical Education

  6. Work Education

  7. Arts in Education

  8. Pedagogy of School Subjects (any 3, with one language mandatory):
    • Language Education (Hindi/Punjabi/Urdu)

    • Language Education (English)

    • Mathematics Education

    • Social Studies Education

    • Science Education

In addition to the above, in both years there will be a mandatory School Experience Program (SEP) for a minimum of 40 working days. The SEP will be conducted over a number of phases, namely five, twenty and fifteen days in each year.



Course Fee

The course fee which is to be paid quarterly is as follows:
  1. Admission fee: Rs.5/- (this has to be paid at the time of admission)

  2. Caution money: Rs.100/- (this is refundable and has to be paid at the time of admission)

  3. Pupil fund: Rs.150/- per month

  4. Maintenance & upgradation fund: Rs.50/- per month

  5. Development Fund: Rs.500/- per month

  6. Exam fee: Rs.1,100/- per annum

Note: Rs.2000/- admission processing fee will be charged if the candidate withdraws admission before the last date of admission of the concerned course of the institute.

In the case of self-financing private institute recognized by SCERT, they can charge up to maximum Rs.37,500/- per year, inclusive all kinds of fee & excluding exam fee of Rs.1,100/- per year. The fee has to be paid quarterly at the time of admission to the institute.

Diploma in Pre-School Education (DPSE)

This course is open only for female candidates in 23 self-financing private recognized institutes affiliated to SCERT. It is a 2-year full time course, with the medium of instruction being English/Hindi.

Course syllabus

During the first year, you will be studying:
  1. Early childhood care and education in India.

  2. Understanding child and childhood

  3. Pre-school education curriculum – principles and priorities

  4. Development of mathematical concepts in children

  5. Development of language and literacy in children

  6. Health, care and nutrition in children

  7. Methods and materials in early childhood care and education

  8. SEP

During the second year, you will be studying:
  1. Developing an understanding of the environment in children.

  2. Proficiency in languages – English and Hindi

  3. Gender, diversity and discrimination.

  4. Working with children with special needs.

  5. Self-development

  6. SEP

Note: SEP is same as for the D.El.Ed. course. Reservations is same as for the D.El.Ed. course.

Course fee

Private recognized institutes can charge a fee of up to Rs.30,000/- per year, inclusive of all types of fees and exclusive of exam fee of Rs.1,100/- per year. The course fee has be paid on a quarterly basis (Rs.7,500/- per quarter.)

Eligibility Criteria for both the courses

  1. Educational qualification: You must have passed the CBSE Senior School Certificate Exam (10+2) or its equivalent exam from any recognized Board/University. You should have got an aggregate score of minimum 50%.

    Note: For calculation the percentage of marks of 10+2 exam conducted by CBSE and other Boards, best of 5 subjects including at least 1 language will be considered.


  2. Age limit: Your maximum age should not be more than 24 years as on 30th September, 2017. Age relaxation of 5 years is given to those from SC/ST/PWD categories – for this, you will need to submit the relevant certificate from a competent authority.

  3. Fitness: You are expected to be in good physical and mental health to be able to fulfil your duties as a teacher, which will include outdoor activities. You will have to submit a medical certificate from a registered MBBS/MD/MS that you are in good physical and mental health and free from any communicable disease.

Seat Reservation

  1. 85% of the seats will be reserved for those who have passed the Class 12 exam from a school located in Government of NCT of Delhi.

  2. 15% seats are reserved for all other candidates who have passed Class 12 from any State/Union Territory.

Note: (i) It is not necessary to submit a Domicile Certificate for any of the above two mentioned categories. (ii)A candidate must apply to any one of the above-mentioned categories. A candidate will not get automatic consideration in any category without applying.



Application process for both the courses

Applications sent by post or by courier will not be accepted. All applications must be made through online mode only.

Before applying, ensure that you have a valid email ID and mobile number (to receive SMS) and the requisite documents scanned and ready for uploading. The photo must be in colour, with dimensions of 200x300pixels and file size between 20 to 50KB. The signature should be on white paper with black ink pen, with dimensions of 140x60 pixels and size of file between 10 to 20KB.

This is the simple process to apply -
  1. Apply online at the SCERT Delhi official website. Application fee of Rs.250/- should also be made online only at this portal. The fee can be paid through credit/debit card/internet banking. You can also submit the application form in online mode at a Facilitation Centre, in which case the application fee is Rs.300/- (per application). This fee cannot be paid in cash, but only by Bank Challan/Debit card/Credit card/Net banking.

    Note: The admission process is separate for each of the following: (i) D.El.Ed. at 9 Government District Institute of Educational and Training (DIETs); (ii) D.El.Ed. at 23 recognised self-financing private institutes; and (iii)DPSE

  2. Take a printout of the application form after submitting it online, for future reference.

Documents required for Admission process

The following must be produced in original at the time of admission:
  1. Reserved Category Certificate (if applicable)

  2. Std.X marksheet and certificate (Secondary School Exam or its equivalent)

  3. Std. XII marksheet and certificate (Senior Secondary School Exam or its equivalent)

  4. If you are seeking admission from NIOS or any other distance mode, then you need to furnish certificate specifying that you have attended/studied/passed the Senior Secondary Exam from the concerned study centre along with other documents.

  5. Medical fitness certificate from a registered medical practitioner.

Facilitation Centres

There are 31 SCERT facilitation centres in New Delhi to assist candidates to apply for the above-mentioned Diploma courses. Timings: 10a.m. to 5p.m. on all working days (Sunday closed).
