How to apply for free UPSC coaching by Government of Maharashtra


Are you looking for free coaching for the civil services exam? Domiciled residents of the State of Maharashtra can avail of the unique opportunity offered by the Govt. of Maharashtra to get free training for the Union Public Service Commission (UPSC) exam. Details of the training program offered at State Institute for Administrative Careers (SIAC) campus is provided in this article.

Overview

Every year, thousands of civil service aspirants appear for the Union Public Service Commission (UPSC) exam. It requires a lot of thorough preparation months before the exam. In the late 1970s, the Government of Maharashtra came up with the idea to set up a coaching centre to help candidates from the State to score well in the exam so as to get an employment opportunity with the IAS (Indian Administrative Service) / IFS (Indian Foreign Service) / IPS (Indian Police Service) and similar fields. Accordingly, the State Institute for Administrative Careers (SIAC) was set up to offer free training programs to prepare for the Civil Services exam.

About SIAC

SIAC is a residential campus. Hostel accommodation will be provided in a limited basis to those who are enrolling for the free training program from out of Mumbai based strictly on merit. There are separate hostel rooms for boys and girls.

The institute has its own library with all requisite reading material pertaining to subjects of the UPSC exam. The students can study in the reading room area and avail of Internet facilities on the campus.



About the training program

It should be noted at the outset that if you have already enrolled with SIAC any time earlier for the free training program either of Prelims or Mains, then you are not eligible to apply again for it. Also, you cannot enroll for the program if you are a full-time student for any course or are having a job simultaneously.

Duration

The program is a short term one, of 11 months.

Number of seats

There are 100 seats, other than which additionally 10 seats are available for Minorities and 10 seats for those of the Dr. Babasaheb Ambedkar Research and Training Institute (BARTI), Pune.

Stipend

Those selected will receive a stipend of Rs. 2000/- per month.

Fees

You do not have to pay any fees for the training program. There is only an application fee of Rs.300/- for general category students and Rs. 150/- for minority category students. This fee has to be paid with an SBI Challan.

You do need to pay Rs.500/- as caution money for use of the Library. This is a deposit fee which is refundable at the end of the training program. Those granted hostel accommodation will have to pay a fee of Rs.100/-.

Eligibility requirements

  1. You must be domicile of the State of Maharashtra, with the requisite certificate as proof.

  2. You should have a Bachelor`s degree completed in any stream from a recognized University. If you are a graduate in the Medical field, then you should have completed internship too.

  3. Age criteria (as per USPC rules) as on 1st August of the year of enrolling for the training program:
    • General category candidates: 21 to 32 years.

    • OBC category candidates: 21 to 35 years.

    • SC and ST category candidates: 21 to 37 years.

Application and selection process

SIAC issues the admission notification for the free UPSC training program in August each year. This notification is released through advertisements in all major newspapers in every District in the State of Maharashtra. The advertisement will mention the eligibility requirements and details of the application procedure.

Accordingly then, once the notification is released, online applications have to be submittedat the SIAC official website

Once you submit the application and pay the fee for the application, you have to appear for the entrance exam, which is generally scheduled in the month of November. The syllabus for this entrance exam is based on the syllabus of the UPSC Civil Services exam.

The schedule generally is as follows:
  • First term of the training program: January to August – this is to prepare for the Civil Services Prelim exam.

  • Second term of the training program: September to December – this is to prepare for the Civil Services Main exam.

  • You can also avail of preparing for employment with training in Interview Techniques in the month of March/April.

SIAC entrance exam format

The entrance exam is of total 200 marks, of two hours' duration. The questions are multiple choice ones, of an objective type. An incorrect answer will get 0.33% negative marks. There are two sections, one of general studies and the other of CSAT (Civil Services Aptitude Test), each section carrying 100 marks. The minimum qualifying score you need to get is 33%.

Type of questions for General Studies

The questions in this section will include those on:
  • The history of India and the Indian National Movement.

  • Indian and world Geography, including physical, economic, social aspects.

  • Indian Polity and Governance, such as questions related to the Constitution of India, the Panchayati Raj, Rights issues, etc.

  • Economic and Social Development issues, such as social sector initiatives, poverty, etc.

  • General issues related to the environment, climate changes, etc.

  • General Science.

  • Current events of national and international importance.




Type of questions for CSAT

The questions in this section are to test your general aptitude, mathematics and general skills. Topics covered are:
  • Comprehension

  • Basic mathematics in terms of numbers, relations of numbers to each other, etc and interpretation of data in terms of graphs, tables, charts, etc. All these will be based on mathematics learned at the Class 10 level.

  • Communication and interpersonal skills

  • Logical reasoning and analytical skills

  • Ability to solve problems and take decisions to resolve a problem.

  • General mental ability.
