How to get government funding for school science labs in North Eastern States

The Department of Biotechnology (DBT), Ministry of Science and Technology, Government of India has launched a unique scheme to set up Basic Science Labs in Senior Secondary Schools (BLiSS) in North Eastern States of India. These States are: Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Tripura & Sikkim.

Aim of the Scheme

The goal of BLiSS is the promotion of education in Basic Science at the Senior/Higher Secondary level and to create an interest in students to do research work in varied science disciplines. The science lab which will be set up in the school under BLiSS will be a common lab for all science subjects, including Physics, Chemistry and Biology / Biotechnology.



About BLiSS

Arrangements will be made at the school's nearest institutional or State level Biotech hub established by DBT to provide the requisite guidance and monitoring of the science lab.

Lab facilities provided under BLiSS

The Department of Biotechnology will make provisions for each lab with the following facilities:
  1. Establishing the science lab with the basic requisite equipment, such as Micro-Centrifuge, Incubator, Gel doc system, Microscope, Analytical balance, Hot air oven, Digital Water bath, etc as per the BLiSS program's guidelines.

  2. Provision of computers with Internet connectivity

  3. Provision of a power backup system (this could be solar panels / UPS / Generator)

  4. A recurring budget will be given to obtain requisite chemicals for the science lessons, requisite glassware and for maintaining Internet connectivity

  5. The relevant support will be given to train and conduct workshops, including the travel cost of experts and faculty members

  6. Travel support to attend short-term training programs within India will also be given.

Finance provisions

Each school will be provided up to a total of Rs.26lakh up to a period of 3 years. This will include:
  1. Equipment for the science lab up to Rs.20lakhs

  2. A recurring Grant up to Rs.6lakhs, this being up to Rs.2lakhs / annum for a period of 3 years.

Important Notes:
  • The second year grant to the school will be dependent on the satisfactory performance of the BLiSS during the first year.

  • The school must maintain a separate interest-bearing Bank account in a Nationalized bank for receiving the Grant. This account should be jointly operated by the Principal and the Coordinator of BLiSS. The Head of the school / Principal will be responsible for effective utilization of the funds.

School categorization & monitoring

The Senior Secondary Schools from the North Eastern States of India which are selected for BLiSS will be categorized on the basis of status and potential as I, II or III as per the program's guidelines and determined by an Expert Committee.

The Lab will be under the charge of a Coordinator and two Co-Coordinators (these being 3 subject teachers who are teaching 3 different science subjects at the +2 level) who will be nominated by the host institute. They will receive guidance from a committee which will be constituted as per DBT guidelines. It will be the responsibility of the host institute to provide the necessary space and administrative support for the work of the co-ordinators / committee members.

Who can apply

A school applying for this program must have government recognition, proof of which along with other requisite supporting documents will need to be submitted along with the application. A school can submit only one application. Applications will be accepted from:
  1. Government / Government-aided / provincialized/Private Senior / Higher Secondary Schools

  2. Private schools will be considered based on science education, number of regular science teachers, status of the school's science labs, fee structure, infrastructure, source of other income, etc.




How to apply

  1. The school should submit 2 copies of its proposal in the prescribed format which is available under 'Call for Proposal' at the DBT India website and also at the Biotechnology Information Systems Network, Govt. of India website

  2. The proposal should be duly endorsed and forwarded by the Head of the educational institution to:

  3. A soft copy of the proposal must also be sent via email to: nerbpmc@dbt.nic.in
