Online applications open for Chhattisgarh Chief Minister Fellowship program

Similar to the fellowship programs launched by the Maharashtra Chief Minister and the Kerala Chief Minister, Dr. Raman Singh, the Chief Minister of Chhattisgarh, too has initiated a Good Governance Fellowship program.

Overview

The Government of Chhattisgarh is implementing various welfare programs for which it is recruiting professionals who are having some knowledge & expertise in project management, have IT skills and good knowledge of Hindi and English. Attractive remuneration will be paid to the selected candidates. The Department of Information Technology and Chhattisgarh Infotech Promotion Society (CHiPS) will be the central agency for the Chief Minister's Good Governance Fellowship Program (CMGGF) under the guidance of the Steering Committee and provide the requisite support to effectively implement the program. TISS Mumbai and IIM Raipur will organize a capacity building program in Development and Management Practice as a part of the fellowship program.

Number of posts and Location of work

Totally 42 candidates will be selected on contract basis and will be given assignments as follows -
  1. Two at the Office of the Honorable Chief Minister Dr. Raman Singh

  2. One at the Office of the Chief Secretary

  3. 12 at the Office of Departmental Secretaries, namely:
    • One - Finance and Planning

    • One - Works

    • One - Housing & Environment

    • One – Agriculture

    • One – Industries

    • One - Electronics & Information Technology

    • One - Energy

    • One - Social Development

    • One - Urban

    • One - Forest

    • One - Health

    • One - Education

  4. 27 at various District Headquarters (one at each)

Fellowship program features

Duration

This is a two year program beginning in October 2017. The work schedule is full time, from Monday to Saturday. You are not allowed to work on any other assignment during the duration of this program and must attend seminars as and when scheduled.



Stipend

Selected candidates will get a stipend of Rs. 1,00,000 to Rs. 2,50,000 per month, the stipend amount depending on your experience and the location where you will be deputed.

Initial training

You will initially undergo an induction training program for two weeks. Subsequently, there will be two mid-term training programs, one at the end of six months and the other at the end of 18 months. Attendance at all these programs is mandatory. Online training modules may also be conducted.

General work profile

You will analyze the major blocks which come up in the way of implementing policies and provide effective strategies to overcome these blocks. You will need to understand how systems function across various Government departments at both the District and the Block level and carry forward the process flow and project management in an efficient manner. Team work should come to the fore, with you helping to develop the capabilities of personnel under the requisite guidance and approval from senior Government officials.

You will be responsible for providing support in designing monitoring and evaluation systems to facilitate transparency and accountability in implementation.

Accommodation

No accommodation will be provided and you are responsible for locating & paying for your place of stay. However, if you are allocated work at any District headquarters' office, then the District Administration over there will assist you to find suitable accommodation.

Office premises

The reporting officer will provide the requisite work space in a suitable office of the District and the officer will be responsible for providing the requisite support in terms on Internet connectivity, printing, etc free of cost. You will also be given a laptop which should be used for official work only.

Who can apply

  1. Nationality: Those aspiring to join the program must be citizens of India.

  2. Age: You should not be more than 35 years of age as on 31st March, 2017. There is no minimum age barrier.

  3. Academic qualification and work experienceYou should have a Masters (a Degree or Diploma) in any discipline with minimum 3 years of full-time work experience
    OR
    You should be a Graduate in any discipline with minimum 5 years of full-time work experience.

    Note: You should have scored at least 60% marks in both the Under Graduation and Post-Graduation qualifying exams. Those having domain experience, ICT experience and experience in implementing & monitoring of Government schemes will be given preference.

  4. General skills:
    • You should ideally have Project Management skills

    • You must be proficient in using MS Office products like Word, Excel and PowerPoint. Preference will be given to those with some exposure in using MS Projects or similar tools.

    • You must have a thorough command over English and be able to read, write and understand Hindi sufficiently to be able to work with academic texts and government notices as well as be able to communicate with stakeholders/officials in a professional capacity.

You must submit your application online at the ChiPS registration portal

Based on applications, a list of shortlisted candidates will be posted on the official website and called for the selection process.

Selection process

There are two stages for getting selected for the Fellowship program.

First stage: You will appear for a Written test. This will be to assess your personality, your logical abilities and will include writing an essay and judging your leadership skills.

Second stage: Those eligible after the first stage will then be called for further evaluation and a personal interview.

Based on the performance of candidates in both stages, a provisional merit list of successful candidates will be published on the official website and based on this list, CHiPS will issue appointment letters to the selected candidates. If you are selected, then the data you submitted during the online application will be verified with the original documents before you join the program. Only the verified candidates will be allowed to sign the contract for the CMGGF program.
