About Directorate of Civil Defence & Home Guards, Government of Meghalaya

In Meghalaya, Directorate of Civil Defence & Home Guards is merger of twin organizations Home Guards and Civil Defence. The Department is managed and controlled by Commandant General of Home Guards and Director of Civil Defence, Government of Meghalaya, Shillong.

Responsibilities of Home Guard

Initially, the role of Home Guards was to assist the Police in controlling civil disturbances and communal riots. Later, this voluntary force started working as auxiliary to the Police for maintenance of law and order. They would also provide their services for meeting emergencies like floods, fires, famines etc. Later, it was adopted by several other State.

Responsibilities of Civil Defence

The aim of Civil Defence is to save life, to minimize damage to property, and to maintain continuity of production. In other words, Civil Defence is the defence of the people, by the people and for the people. The measure adopted by the civilian population, Government, Local Self-bodies, Voluntary agencies, NGO's etc. during the war to minimize the effect of enemy action on citizens of the country to win the war in battle fields is known as Civil Defence.

  1. Sub-inspectors
    Number of vacancies : 20
    Pay scale: 12000-300-14100-EB-390-17610-530-23440/-P.M. plus other allowances
    Educational Qualification : Candidate must possess a Bachelor degree in any discipline from a recognized University.
    Age : 20-27 years


  2. Draftsman
    Number of vacancies : 1
    Pay scale: 9200-230-10810-EB-300-13510-410-18020/-P.M. plus other allowances
    Educational Qualification : Candidate must have passed Diploma in Civil Engineering from a recognized institute.
    Age : 20-27 years


  3. Compounder/ Dresser
    Number of vacancies : 1
    Pay scale: 9200-230-10810-EB-300-13510-410-18020/-P.M. plus other allowances
    Educational Qualification : Candidate must have passed Diploma in Nursing from a recognized institute.
    Age : 20-27 years


  4. Guardsman and equivalent ranks
    Number of vacancies : 180
    Pay scale: 7700-190-9030-EB-250-11280-340-15020/-P.M. plus other allowances
    Educational Qualification : Candidate must have passed Class X or equivalent examination.
    Age : 18-27 years


  5. Driver
    Number of vacancies : 10
    Pay scale: 7700-190-9030-EB-250-11280-340-15020/-P.M. plus other allowances
    Educational Qualification : Candidate must have passed Class X or equivalent examination and must have a valid HMV/LMV driving license.
    Age : 18-27 years


  6. Non combatant employee
    Number of vacancies : 17
    Pay scale: 6500-160-7620-EB210-9510-290-12700/-P.M. plus other allowances
    Educational Qualification : Candidate must be Class VIII passed.
    Age : 18-27 years


Other Eligibility Criteria

  • Apart from the above mentioned educational qualification and age limit, the candidate must also be a citizen of India and a domicile of Meghalaya
  • The candidates applying for the posts of Guardsman and equivalent ranks, Drivers and Non-Combatant Employees
  • Should have undergone basic course conducted by the Home Guards organization or any training conducted by Civil Defence organization


Reservations of seats

The existing State Reservation Policy will be followed for allotment of seats, i.e. 40% for Garos, 40% Khasis / Jaintias, 5% for Other STs & SCs and 15% for General Category. If the vacancy is less than 10 posts, the vacant seats will be available to reserved category.


Selection Process:

  • For the posts of Sub-Inspectors, Driver and Guardsman and equivalents ranks : Selection of the candidates will be based on Physical Efficiency Test followed by written test and Personal Interview
  • For the post of Non-Combant Employee : Selection will be based on Physical Efficiency Test followed Personal Interview
  • For the post of Draftsman and Compounder/Dresser : The selection of the candidates will be based on the marks obtained in qualifying exam. The shortlisted candidates will be called for interview


Distribution of marks


For recruitment to the posts of Sub-Inspectors
a. Physical Efficiency Test 100 Marks
b. Written Examination : 300 Marks
c. Interview : 50 marks
Total : 450 Marks

For recruitment to the post of Guardsman, Driver and equivalent ranks
a. Physical Efficiency Test 200 Marks
b. Written Examination : 200 Marks
c. Interview : 50 marks
Total : 450 Marks

For post of Drivers, marks obtained in driving test will also be considered.

For recruitment to the post of Non combatant Employees
a. Physical Efficiency Test 200 Marks
b. Trade test -cum - Interview : 50 marks
Total : 250 Marks

For recruitment to the post of Draftsman and Dresser /Compounder
Personal Interview: 50 marks

Pattern of Written Examination

Those candidates who have qualified the physical efficiency test, can appear in written examination.

For the post of Sub-inspector, there will be three papers
(a)General English: The paper will comprise of precis writing, essay writing, drafting and questions on grammar.
(b)Elementary Mathematics, Power of Reasoning and Elementary Science: This will be Multiple choice OMR based questions
(c)General Knowledge : This will be Multiple choice OMR based questions

For the post of Guardsman, Driver and equivalent posts , there will be a single paper of 200 marks. The paper will comprise of elementary and basic knowledge of English, Basic Arithmetic and basic General Awareness. The duration will be 2 hours.

For the post of Non Combatant Employee , a Trade Test cum Interview of 50 marks will be conducted.
