NATIONAL SEMINAR on RISING INDIA: CHANGING GLOBAL LABOUR MARKET - CHALLENGES AND OPPORTUNITIES
(under UGC – ASIHSS programme)

25 - 26 September, 2008
In Collaboration with
International Management Institute, New Delhi
and
Indian Industrial Relations Association, New Delhi

Seminar Director
Dr. R. SATYA RAJU

PARTICIPATION

Several experts from educational institutions and industries are expected to participate in the two day deliberations of the Seminar. CEOs from different companies will share their experiences on the theme of the Seminar.

THEME OF THE SEMINAR

The rate of growth in employment has been higher than the rate of growth in labour force in the past few years. The problem is no longer job, but quality of job. And, quality of job depends on education and skills. There is a tremendous mismatch, gap and deficit in skills. Only 5 per cent of people in 18-24 age group have vocational skills against 95 per cent in S.Korea. India provides training and certification in about 100 skills as against about 4000 in China. The silver lining is that nearly 90 per cent of the jobs that will be generated during the XI Plan require skills which can be provided with about three to four months training even to those without formal schooling. The real challenge lies in thinking out of box, reaching out to non traditional sources and methods of education and training through, among others, private-public partnerships and the engagement of civil society institutions as a supplement to the existing network of educational and training institutional infrastructure.

There is a growing concern about the disconcerting trends in the nature of work and employment relations, especially in the informal sector and to an extent even in the new economy, particularly for women. The report of the National Commission on Conditions of work in Enterprises in the Unorganised Sector is a record of the sorry state of conditions of labour in India in the new millennium. It reflects on the growing informalisation of the formal economy.

This seminar provides the forum to discuss the relevant issues, share relevant experiences from major / emerging sectors and come out with suggestions on how to address them in the following technical sessions.

SUB – THEMES

Inclusive Growth: Employment and Unemployment in the XI Plan
Jobs and Skills Mismatch and How to Bridge: Experiences in Select Sectors
