Scholarships in the field of Criminology and Police Science

This scholarships is announced by the Bureau of Police Research and Development.

RULES FOR DOCTORAL FELLOWSHIP in Criminology and Police Science
1.OBJECTIVE:
The purpose of the Fellowship Programme is to encourage and foster research and development in the field of Criminology and Police Science.

2.SCOPE:
The research will be carried out in any of the priority areas pertaining to Criminology and Police Science. This will cover police organization and functioning, Criminal investigation, Role of the Police in changing society, Crime Criminals and Victims, Criminal Justice System, Organisation and functioning of criminal courts, correctional administration, juvenile delinquency and the like.

3. NUMBER, DURATION & VALUE OF FELLOWSHIP:

i)There shall be 6 Fellowship’s per year for Criminology and Police Science.

ii)The duration of fellowship shall normally be tenable for three years.

iii)The value of each Fellowship shall be Rs. 8,000/-P.M. for the first two and Rs. 9,000/- p.m. for the third year.

iv)A Contingency grant of Rs. 10,000/- per year will be sanctioned to each fellow under each fellowship/scheme.

v)A departmental assistance of Rs. 3,000/- per year will be paid to the department in which the fellow is registered for the Ph.D for providing infrastructural facilities, (Store and equipment, technical and clerical/managerial assistance, traveling cost for giving presentation, assured supply of electricity/Water etc.) to the research fellow under this programme.

vi)HRA and medical benefits may be allowed as per UGC rules.

4.ELIGIBILITY:

i. The fellowships are open to Indian National of 30 years as on 31/12/2007.

ii.First or second class Master’s Degree not less than 55% marks or equivalent grade with a second class Bachelor’s Degree in Criminology, Sociology, Social work, Psychology, Social Anthropology, Public Administration, Political Science or Law.

iii.The Candidate Should be registered for Ph.D Degree in any of the subjects mentioned above.

5.DESIRABLE:
NET or SET examination (if any) passed, conducted by UGC is an added advantage.



6.CONDITION OF AWARD:

i.Fellows will be required to do full time research work on the problem proposed by him and approved by the Fellowship Award Committee. No change in research topic/area is permitted without the prior approval of the said Committee/BPR&D.

ii.Fellow shall not directly or indirectly carry on any trade business or accept or hold any appointment paid or otherwise during the period of fellowship. They have to furnish in this regard a Certificate in the prescribed form (Appendix ‘B’).

iii.Fellow will be to submit quarterly progress report and a Comprehensive progress report annually on the research work done by him through his/her supervisor and Head of the concerned department under whom he/she is working, to the Director General, BPR&D, New Delhi.

iv.Fellow will not without the prior permission of the BPR&D join any other Courses of study or appear in any examination conducted by the University, public body and local authorities.

v.In the even of a fellow discontinuing before the Completion of the fellowship period without satisfactory reasons and without the approval of the Govt. of India, he/she will refund the entire amount received by him/her to the Govt. of India. The authority, which is to determine that the studies have been discontinued before the prescribed period without any valid reasons shall be the Director General, BPR&D on behalf of the Central Govt. whose decision shall be final. A bond to this effect shall be executed by the fellow in (Appendix ‘C’).

vi.The fellowship is tenable at recognized University/College or Institution under the UGC Act.

vii.The fellowship shall be terminated at any time, if the fellow fails to complete the proposed Ph.D work within the stipulated time & if fails to submit progress of research work at regular interval and if Conduct or progress of the fellow is considered unsatisfactory, by the concerned institution or by the BPR&D. The authority in this respect shall be the Director General, BPR&D on behalf of the Central Government whose decision shall be final.

viii.Fellow will submit two copies of the thesis with summary of research undertaken during the fellowship to the Director General, BPR&D. The thesis shall be placed in the Library of the BPR&D.

7.PLACE OF STUDY:
Fellowship in Criminology and Police Science are tenable, at any of the Indian Universities where disciplines are mentioned in rule 4 (ii) above are being offered for postgraduate course or undergraduate courses or Diploma Course wholly or partly or any of the autonomous organization/Institution of Central/State Govt.

8.APPLICATIONS:
The Bureau of Police Research & Development, MHA will invite applications through announcement in the leading newspapers and Employment News. Applications for award will be submitted on the prescribed Pro-forma only, duty completed by the candidate along with required enclosures to, the Director General, BPR&D, Ministry of Home Affairs, Govt. of India, Block No.11, 3rd/4th Floor, CGO Complex, Lodi Road, New Delhi-110 003 on or before the prescribed date. The candidate working in any university or Government Institution should apply through proper channel. (Appendix ‘A’).

Application for the award should be accompanied by the following documents.

(a)Certified copy of the Matriculation or School Leaving Certificate in evidence of age.

(b)Copies of all the degree, diploma, professional and experience certificates along with their respective Mark sheets duly attested.

(c)If the Candidate belongs to Schedule Caste/Schedule Tribe, he/she should send certificate in evidence of caste.

(d)Sate return of any original document is not guaranteed, hence should not be sent. They however should be sent, if called for.

9.SELECTION PROCEDURE:-

(a) All applications will be closely processed & scrutinized by the Bureau of Police Research and Development & then placed before the Fellowship awards committee constituted for the purpose by the DG, BPR&D. The committee will comprise of experts/specialists from relevant disciplines, DG, BPR&D will be its Chairman and Director (R&D) will be its member and DD (R ) will be its member-secretary in accordance with the committee’s remarks and evaluation of each candidate, a merit list will be prepared for selection with the approval of DG,BPR&D on behalf of Central Govt. The decision of the committee in regard to the selection of rejection of candidates will be final and binding in all respects. (b) All the candidates will be informed of the decision taken by the committee for the award of fellowship.

10.PAYMENT

(a) The fellowship will be payable from the date on which the fellow joins the allotted institution/department/Universities. Necessary funds for this purpose will be deposited in half/yearly installment in advance, with the concerned Institution/University/department who will disburse the amount to the fellow in the first week of every month.

(b)The progress of the work of a fellow at the end of the second year of the award will be thoroughly/University concerned. The continuance of award in the 3rd year will depend on recommendations of this Committee, which will also be reviewed, by the fellowship award committee of the BPR&D. The last installment of the award will be released after the review and the final receipt of information from the Registrar that Doctoral thesis has been submitted to the university concerned.

(c)The first payment will be made after receipt of the joining report of the fellow along with other necessary documents as mentioned in the award letter Through the Guide under whom the Research fellow is placed. Subsequent payment will be made after receipt of the progress report the research fellow, Statement of Accounts of Expenditure and followed by Power Point Presentation of his/her research work before the DG, BPR&D.

(d)The Head of the Institution/ University will disburse the amount to the Scholar as per the rules applicable to their Institution/University and shall maintain accounts accordingly.

(e)The payment of TA, DA and purchase of stationary from the contingency grant will be made in accordance with the rules of the concerned Institution/University.

(f)The head of the Institution/University will be responsible for the proper utilization of grant by the scholar under rules.

(g) The Head of the Institution/University will submit the head wise statement of accounts of expenditure annually and final audited statement of account in duplicate, at the completion of Ph.D work, to the Director General, Bureau of Police Research & Development, New Delhi.

(h)All disputes shall be subjected to jurisdiction of NCT Delhi Court.

11.LEAVE

A fellow under this program is entitled to Non-Vocational Leave as per the rules of the UGC or under the rules of concerned Institution/University. This includes casual privilege leave etc. The women awardees would be eligible for maternity leave at full rate, once during the tenure of their award as per UGC rules. The earned leave for this purpose is reckoned from the date on which the fellow joins the Institution/University. In case of fellow’s sickness, or short term teaching assignment during the tenure of the fellowship, leave will be granted under the rules of UGC or the rules of the concerned institution/University, which will be supported by a certificate from concerned authorities.

(b) The fellows may in special case can be allowed leave by the BPR&D without fellowship up-to one academic year during the entire tenure of the fellowship for the purpose of accepting teaching assignment on a temporary basis, provided, the post accepted by them is in the same department or in an institution located in that city. In order cases not exceeding three months during the tenure of award on the recommendations of the supervisor and the institution concerned. The period of such leave without fellowship will count towards the tenure or fellowship.

Priority areas of the Research Fellowship:-

It is preferable that the topic of research belongs to any of the following areas:

(1)Transparency in Police Recruitment,

(2)Key Performance Indicators or measurably of police performance,

(3)Police Public Interface,

(4)Developing Models for specialized training and

(5)Use of Information Technology in Police work or any other that the candidate may suggest and that the subject is considered of value.

(6)CPMFs as a preferred career personnel to get disinterested in their job after joining and to quit early;

(7)Tendency among CPMFs – personnel to get disinterested in their job after joining and to quit early;

(8)The number and types of diseases which CPMF personnel face due to adverse service conditions;
