Ahmadi Former Chief Justice of India (the then Judge, Supreme Court of India) 27th Feb., 1994 I was happy to visit the Law Faculty of the University and was greatly impressed by the facilities provided to the students. The library of the Faculty is reasonably good and affords the students a good opportunity for research work. The journals received by the library also give the students an idea of the developments of laws in other countries. Hon'ble Mr. Justice J.S. Verma Former Chief Justice of India (the then Judge, Supreme Court of India) 19th March, 1994 The Annual Debate and Moot Court organised by the Law Faculty as a part of the legal education imparted by this University is a welcome feature. The programme for legal education in this Varsity is in the right direction and shows a proper perspective of its need. The teachers are dedicated and the students are serious. The entire atmosphere is quite congenial. The active participation of the Vice-Chancellor gives it an added and needed Philip. My stay was indeed a very pleasant experience. Hon'ble Mr. Justice S.P. Bharucha Former Chief Justice of India (the then Judge, Supreme Court of India) 25th March, 1995 It has been a great pleasure and educative to visit Kurukshetra University to inaugurate its All India Debate and Moot Court Competitions, a most valuable adjunct to its teaching of Law. There is an atmosphere of serenity in the University Campus that, alongwith the quality of the education that is imparted and the earnestness of its students well qualifies it for the quintessential description of a place of learning and groves of academic. His Lordship also visited the Law Library and observed: It is a great collection of Law books very well maintained and upto date. 5 Mr. H.R. Bhardwaj Former Hon'ble Minister of Law, Justice & Company Affairs, Government of India 23rd December, 1995 It has been a rich experience to talk to law students and Professors of this magnificient Campus. The Moot Court organised by the Law Faculty & Bar Council of India Trust will be very useful for the future of legal fraternity. I am impressed with the institution's devotion to the study of law and promotion of higher education. I wish the institution all the best. Hon'ble Mr. Justice S. Rajendra Babu Judge, Supreme Court of India 28th March, 1998 Visit to Kurukshetra is exotic and stay at the University campus is thrilling. I was taken back even to the days prior to Mahabharata and was educated about Krishna cult and culture. Above all the vast campus of the University apart from being beautiful is conducive to academic life. My participation in the interdepartmental Moot Court competition gave me an inkling of the level of education, the effort and learning both on the part of teachers and taught, which is unhasitatingly say is very high. The Faculty of Law is doing tremendously good work and need all encouragement. The Vice-Chancellor and the other Administrative officers are not only very able but extremely courteous extending necessary hospitality to make ones stay in the campus comfortable-nay luxurious. I wish them all success. 6 KURUKSHETRA UNIVERSITY General Kurukshetra University, established in 1956, has a well-developed Multifaculty Campus spread over 400 acres of land on the south bank of Brahmsarovar, having centrally air-conditioned auditorium with a seating capacity of 2500 and 70mm projector, Senate Hall, Conference Hall, well-equipped Sports Complex (Play Fields, Gymnasium, Stadium, Swimming Pool, Tennis Courts, Volleyball, Basketball Courts, etc.), Teachers’ Club, Club for Administrative Staff,18 Hostels, 1 for Foreign Students, 8 for Boys & 9 for Girls, School, Health Centre, Business Complex, about 700 quarters for all categories of staff, a rich Library with more than 3.00 lac documents including books, journals and rare manuscripts, Internet Section of 100 nodes, Computer Centre, Museum, Instrumentation (USIC) Workshop, MSS Centre, Students, Guest House, Faculty House, etc. Ever since its foundation stone was laid by Dr. Rajendra Prasad, the First President of India, Kurukshetra University has taken quantum of leaps and has emerged as an Advanced Centre of Study & Research and a destination of seekers of quality education in conformity with the international standards. The fact that the National Assessment and Accreditation Council (NAAC), Bangalore had bestowed the four star status on this university which bears ample testimony to the high quality of education being imparted here. At present there are 45 University Teaching Departments/Institutes and 303 affiliated colleges situated in the Districts of Ambala, Panipat, Kaithal, Yamuna Nagar, Hisar, Fatehabad, Jind, Karnal, Sirsa, Kurukshetra and Panchkula. University Library University Library is centrally air-conditioned having total collection of 319603 volumes (including manuscripts/theses/periodical etc.). The Library subscribes to about 450 print research journals. Approx. 5000 journals are accessible online under UGC-INFONET programme. Library is equipped with latest library application software and all the operations of the library are completely computerized. There is arrangement of 500 seats for the readers in the library and it remains open throughout the year except on six national holidays. During examination days it remains open 24 hours on all working days (on Saturdays/ Sundays/ Holidays, the timings of library are from 9.00 a.m. to 12.00 O’ Clock midnight), whereas the Rear Reading Hall remains open round the clock. The computer lab of ERNET section is equipped with 2 mbps in addition to 2 mbps BSNL leased line & 128 kbps VSAT connectivity. Teachers/students are using internet facility daily from 9.00 a.m. to 5.00 p.m. The ERNET section is linked to all the departments/labs of university and approx. 500 nodes have been provided to access online journals. University Library website is available on international super way at the link www.kukinfo.com/library.htm. 7 THE DEPARTMENT OF LAW The Law Department was established in 1969 as the first Law Department in the State of Haryana to impart legal education and to conduct original and fundamental research in the contemporary areas of law and allied subjects. Since its inception, very renowned, eminent and outstanding scholars have headed the Department. The Department conducts the following courses: (1) LL.B. (Professional) 3-Year Degree Course. (Morning) (2) LL.B. (Professional) 3-Year Degree Course (Evening) (3) LL.M. 2-Year Degree Course (4) Doctoral Programme (Ph.D.) As a part of practical training and to provide due exposure to students and teachers, Eminent Jurists, Senior Advocates and Eminent Professors from other Universities are invited to deliver extension lectures, conduct seminars and discussions. These programmes not only make law teaching more meaningful but practical aspects of law practices and procedures are also taken care of as an inbuilt component of legal training. Legal Aid Clinic The Department is one of the first Teaching Department in the country, which started Legal Aid and Advice Programme for the poor and needy. It was established more than two decades ago in the Department and was inaugurated by Hon'ble Mr. Justice V.R. Krishna Iyer, the then Judge, Supreme Court of India. The Clinic is actively engaged in Legal Aid and Advice programmes. It is also associated with Legal Literacy and Lok Adalats programmes and Pre-litigation Counseling. Legal and para-legal services are offered by the Faculty members, students, retired judges, public spirited lawyers and retired civil servants including social action groups. Clinical legal Education constitute an important component and tool for providing actual practical training on the art of advocacy, presentation and legal writing. The Clinic not only provides services to the people but also caters to the need for professional education and training of the law students. Law Library The Department has its own Law Library. It has eight thousand five hundred text and reference books, seven thousand bound law research Journals. Twenty-two 8 Indian Law Journals/Law Reports are subscribed. Several foreign law journals/Reports are being received in exchange. The Law Library has a spacious reading room. Kurukshetra Law Journal The Department has been publishing its own Law Journal entitled Kurukshetra Law Journal since 1971. It is an annual publication containing scholarly contributions from the Faculty members as well as other eminent scholars from India and abroad. The Journal has wide international circulation. Important Student's Activities The Department regularly organises activities for the enhancement of academic and professional excellence and to develop the art of advocacy and presentation amongst students. It holds two prestigious national level competitions, viz. All India Rai Bahadur Badri Dass Debate; and All India Chaman Lal Nijhawan Moot Court Competition. The Department organised the All India Inter-University Moot Court Competition, 1995 sponsored by the Bar Council of India Trust. The Department has organised over the last three decades several national and international seminars on different topics of law of contemporary importance. I. IMPORTANT INSTRUCTIONS FOR CANDIDATES 1. This Prospectus is to be used only for seeking admission to LL.B. (Professional) 3-Year Morning/Evening and LL.M.2 -Year Degree Courses. 2. The candidates must read the Prospectus carefully before filling the Admission Form duly attested photographs must be affixed at the Form. 3. No certificates/attested copies are to be attached with the Application Form. The original certificates alongwith Two sets of attested copies of each certificate are to be produced at the time of counseling. 4. Nothing contained in this Prospectus would be construed to convey sanction or cited as an authority for which University Regulations in Calendar Vol. I, II and the relevant Rules in Vol. III, alone are applicable. 5. There shall be no rounding of percentage of marks 44.5 % and above to 45 % for LL.B. (Professional) 3 -Year Course and 54.5% and above to 55% for LL.M. 2- Year Course. 6. All information furnished by the candidate is subject to verification. In case any information is found to be fake/false, at any stage, admission of the candidate shall stand automatically cancelled. Besides the admission being null & void ab initio the candidate can also be prosecuted. 7. In order to ensure academic standards, discipline and peaceful atmosphere in the University, if the concerned authorities are not satisfied with the character, past behaviours and antecedents of a candidate, they may refuse to admit him/her to 9 any course of study in the University. The Vice-Chancellor may cancel the admission of any such student. 8. The Admission Form if sent by mail must be sent through Registered Post/Speed Post/ courier and it will be the candidate’s responsibility to ensure that the Form reaches by the scheduled date and time in the office of the Department of Law. 9. Late or incomplete application and applications not submitted on the prescribed form will not be considered and no further correspondence will be entertained in this regard. 10. The last date for the receipt of Admission Forms duly completed in all respects in the office of the Chairperson, Department of Law is 8th July 2008, upto 5.00 p.m. for LL.B. and 31st July,2008 upto 5.00 p.m. for LL.M. 11. Any Candidate, who does not receive his/her Admit Card of Entrance Test of LL.B. upto 17th July,2008 and Admit Card of Entrance Test of LL.M. upto 7th August,2007, he/she should immediately contact in the Office of the Chairperson, Department of Law, Kurukshetra University Kurukshetra in person, alongwith two recent passport size photographs duly attested by a Gazetted Officer or Head of the Institution last attended on 18th and 19th July, 2008 upto 5.00 p.m. for LL.B. and 8th & 9th August 2008 for LL.M. respectively for issuance of duplicate Admit Card. 12. Specimen of Proforma in which various certificates are to be submitted are given in the Prospectus. 13. All entries in the Form must be in the candidate's own handwriting. Entries must be clear and legible. 14. The Application Form must be completed in all respect. No column should be left unfilled. If any information sought is not applicable to the candidate, the words `"N.A." should be entered against that column. 15. Any legal dispute relating to admission shall be subject to Kurukshetra Courts or Courts having jurisdiction in Kurukshetra. 16. If the last date for receipt of admission forms falls on a holiday or that day is declared holiday by the University, the next working day will be considered as the last date for the purpose. 17. The Bonafide students desires of bringing a vehicle in the campus or required to submit self attested photocopies of the Registration Certificate of their vehicles and the Driving Licence with the office of the Chairperson, Department of Law & with the warden of the Hostel concerned. 18. Ragging of students is strictly prohibited. 19. Due to paucity of hostel accommodation, the University may not be in a position to accommodate all the aspirants in the hostels. 10 II. ELIGIBILITY A. LL.B. (PROFESSIONAL) 3 - YEAR DEGREE COURSE MORNING/ EVENING Bachelor's Degree or Master's Degree (2-Year Course) Examination of the Kurukshetra University or any Examination recognised as equivalent thereto, with atleast 45% marks in the aggregate (40% for SC/ST candidates)(One-Year Degree/Diploma Courses like, D.P.Ed., M.Ed., B.Ed., B.Lib. Sc., etc. shall not be considered as equivalent to Bachelor's Degree). The candidates seeking admission to the Evening shift are required to submit an Employment Certificate of minimum two years regular service experience and of being bonafide and whole time regular employees of Government/Semi- Government/Autonomous Organisations/ Recognised Educational Institutions as per the Specimen of Employment Certificate attached. B. LL. M. 2-Year Degree Course LL.B. (Professional) Examination of the Kurukshetra University or an examination recognised as equivalent there to with atleast 55% marks in the aggregate (Minimum Pass marks for SC/ST candidates). Note : (i) There shall be no rounding of percentage of marks 44.5 % and above to 45 % for LL.B. (Professional) 3 -Year Course and 54.5% and above to 55% for LL.M. 2- Year Course. (ii) Candidates who are placed under Compartment in the qualifying examination shall not be allowed admission to the courses, even provisionally. (iii) Candidates who have appeared in final year qualifying examination in 2008 and whose results have not been declared may also apply. In such cases they will be allowed to appear in the Entrance Test at their own risk and responsibility subject to the fulfillment of the above mentioned eligibility requirements. (iv) Foreign Students, if admitted, will have to produce No Objection Certificate from the Ministry of External Affairs and/or Ministry of Education, Govt. of India, irrespective of anything contained in any other Handbook/Calendar published by this University. (v) A list of derecognised Universities and fake Universities is given in this Prospectus. A candidate, who has passed any examination from such Universities, shall not be eligible for admission. 11 C. Number of Seats LL.B. (Professional) 3-Year Degree Course (a) Morning Shift 150 seats. (b) Evening Shift 80 seats. Note: The course in the Evening Shift in University Campus will be confined to the bona fide and whole time regular employees of Government/ Semi-Government/ Autonomous Organisations/ Recognised Educational Institutions whose place of Employment should be within 70 Kms. from the, Kurukshetra University, Kurukshetra and with minimum two years regular service. LL.M. 2-Year Degree Course. This Course is run by the Department of Law in the day time only. 30 seats. In addition to the sanctioned seats, Two additional seats in LL.B. and LL.M. will be for outstanding sports persons over & above the sanctioned seats. Such candidates will have to submit a Grading Certificate issued by the Director, Directorate of Sports, Haryana. Norms for outstanding sports persons: Outstanding Sports Persons means a person who has atleast represented the University/State in the Inter-University/National level (National Championship, Federation Cup, Inter-State, National Games, National League etc.) Tournaments recognized by Association of Indian Universities/concerned National Federation/ Indian Olympic Association in the games in which Inter-University tournaments are organized by the association of Indian Universities while pursuing the under-graduate studies. Such candidates will have to submit a gradation certificate issued by the Directorate of Sports and Youth Welfare, govt. of Haryana, Chandigarh. No lower sports achievements as prescribed above will be considered for admission for outstanding sports persons category, even if the seats remain vacant. III. SCHEME OF ENTRANCE TEST AND SELECTION PROCEDURE (A) LL.B. Part-I (Professional) 3-Year degree course Morning/ Evening Admission to First Year of LL.B. (Professional) 3-Year Course, (Morning/Evening), shall be made on the basis of Merit of Entrance Test. The standard of Entrance Test shall be of graduation level. The Test shall be of two hours duration. The scheme of Entrance Test shall be: 12 (i) General English : - 50 marks (ii) General Knowledge : - 25 marks (iii) Aptitude and reasoning : - 25 marks (The Candidates should report at the Centre half an hour before the commencement of the Test). The Entrance Test for LL.B. (Professional) 3-Year Degree Course Morning/Evening will be held at Kurukshetra University Campus on 20th July 2008 at 10.30 a.m. The Admission to LL.B. 1st Year will be made strictly on the basis of merit of Entrance Test through Counseling as per the schedule. (B) For LL.M. Part-I of 2-Year Degree Course The Entrance Test for LL.M. 2-Year Degree Course will be held in the Department of Law, Kurukshetra University Kurukshetra on 10th August, 2008 at 10.30 a.m. Admission for First Year of LL.M. 2- Year Degree Course shall be made on the basis of Entrance Test. The Entrance Test shall be conducted by the Department of Law, Kurukshetra University Kurukshetra. The standard of Entrance Test shall be of LL.B. (Professional) Degree level. The selected candidates for admission to LL.M. Part-I Course shall be required to furnish an Affidavit authenticated by the Notary Public that he/she shall surrender his/her license/ Marks Sheet before joining the course. Further if not already enrolled he/she shall not get himself/ herself enrolled/ employed during the course. All candidates who have submitted their Application Forms completed in all respects by due date shall be called for the Entrance Test. The Test shall be two hours duration, containing objective type questions based on Civil and Criminal Laws. THE CANDIDATES SHALL BE ALLOWED TO APPEAR IN THE ENTRANCE TEST PROVISIONALLY SUBJECT TO DETERMINATION OF ELIGIBILITY LATER ON. THE CANDIDATES SHALL HAVE NO RIGHT TO CLAIM ADMISSION TO LL.B./LL.M. COURSE MERELY DUE TO THEIR APPEARING IN THE ENTRANCE TEST. Note: 1. The result of Entrance Test 2008 for admission in LL.B. and LL.M. Courses likely to be declared on 30th July 2008 and 18th August,2008 will be notified on the Notice Board of the Department of Law, Kurukshetra University, Kurukshetra. 13 2. There will be no re-evaluation/ re-checking of answer sheet of the Entrance test and no request in this regard will be entertained. 3. The rank will be assigned on the basis of marks secured in the Entrance test. 4. In case two or more candidates obtain same percentage of marks in the Entrance Test, marks obtained in the qualifying examination shall be taken into consideration and in case there is still a tie, the marks obtained in the next lower examination, and in case, there is still a tie, the candidate senior in age shall be given priority. A candidate who is eligible on the basis of Graduation Examination his/her qualifying examination shall be Graduation even if he/she is post graduate. But a candidate who fulfills eligibility on the basis of Post-Graduate examination, his/her qualifying examination shall be Post-Graduate. IV. INSTRUCTIONS FOR ENTRANCE TEST (i) All candidates should bring the Admit Cards with them at the time of Entrance Test. Without Admit Card the candidates will not be allowed to enter the Examination Hall. (ii) The candidates should reach the Examination Hall well before time and should occupy their seats at least half an hour before the examination starts. (iii) The Question Booklet alongwith the Answer Sheet must be returned to the Invigilator before leaving the Hall. (iv) Please read the instructions on the Answer Sheet carefully. (v) Sign at the appropriate place on the Answer Sheet with ballpoint pen. (vi) Do not fold or put any stray mark, nor do any rough work on the Answer- Sheet. (vii) Use good quality HB pencil/ ballpoint pen strictly as directed on the Answer Sheet. (viii) All the candidates should bring their own HB pencils, blue and black ballpoint pens and erasers for making entries in the Answer-Sheet. These will not be supplied by the University. (ix) All the entries in the Answer Sheet be made strictly according to the instructions given to the candidates. 14 V. LIST OF DOCUMENTS TO BE BROUGHT AT THE TIME OF COUNSELING All the candidates, who appear for counseling, must bring the following original Certificates/ Documents/ Testimonials alongwith two sets of attested copies with them on the day of counseling. Any candidate, who fails to produce any of the required Certificate/ Document /Testimonial at the time of counseling will forfeit his/her claim to admission. (a) Certificate of last Qualifying Examination passed; (b) Matriculation or equivalent examination certificate, in support of date of birth; (c) Character Certificate i. Regular Candidate: The candidates who passed their qualifying exam. from College/Deptt. as regular student are required to submit the Character Certificate as per Annexure-I ii. Private Candidates: Candidates who have passed the qualifying examination, as private candidates should submit their Character Certificate duly signed by a First Class Magistrate. iii. Gap in Study: Male candidates who have gaps in their academic career after the Qualifying Examination, must furnish a gap certificate, in the form of affidavit on non judicial stamp paper or certificate from the employer and should also furnish separately a Character Certificate of gap period from Notary Public. (d) Residence Certificate- if applicable: Candidates, who have passed their qualifying examination from the universities in the State of Haryana will be deemed to be Haryana residents and will not be required to submit certificates of bonafide residents of Haryana; (e) Certificate in case of candidates belonging to Scheduled Castes, if applicable; (f) Certificate of Backward Class (Block 'A' and 'B'), if applicable and affidavit on behalf of the parents; (g) Certificate in respect of Physically Handicapped Candidates if applicable; (h) Certificate in respect to be furnished by the Children & Grand-Children of Freedom Fighters; (i) Certificate from wards of ex-servicemen of Indian Defence Services/ Para Military Forces; 15 (j) Employment Certificate for admission to LL.B. (Evening) Course as per the annexure-VIII (k) Admit Card. Note : 1. All Original and two sets of attested photocopies of all applicable documents testimonials/ certificates must be brought at the time of counseling. 2. Original certificates may be returned after verification and completion of formalities. In exceptional cases all original certificates may be retained and will be returned lateron. Candidates, who do not have the above documents, will not be entertained for admission to LL.B. 1st year. Fees for the Department: Candidate selected for admission to LL.B. 1st year will be required to deposit approximately Rs. 2500/-. VI. DISTRIBUTION, RESERVATION OF SEATS (A) Distribution of seats The seats shall be distributed as under: 1) All India Category including Haryana : 15% 2) Bonafide Residents of Haryana : 85% (50% of the seats earmarked for bonafide residents of Haryana will be reserved for the categories as mentioned at (B) below, as per State Govt. policy and remaining 50% seats will be filled from among Haryana General Category). (B) Reservation of seats for Bonafide Residents of Haryana The seats shall be reserved for the categories as under : (i) Scheduled Castes : 20% (ii) Backward Classes of Haryana : 27%: (16 % for Block-A) (except Socially advanced persons/ : (11 % for Block-B) Sections (creamy layer) (iii)Physically Handicapped : 03 % (1% Blind or low vision, 1% Hearing impairment, 1% Locomotor disability or cerebral palsy) If the seats reserved for Physically Handicapped persons remain vacant due to non-availability of suitable handicapped candidates, it may be 16 offered to ex-servicemen and their wards (1%) and dependents of freedom fighters (1%). (iv) 3% horizontal reservation will be given to Ex-servicemen/Freedom fighters and their dependents by providing reservation within reservation of 1% of general category, 1% out of scheduled castes and 1% from backward classes category. As far as block allocation in Block A and Block B of scheduled castes and backward classes categories is concerned, year wise rotational system will be adopted. For example, if block A of backward classes are given seats in the academic year 2008, the next block i.e. B block of categories of backward classes will be given seats in the next academic year i.e. 2009 and so on. Note: Under the above 3% horizontal reservation, seat will be allotted to ESM/DFF, wherever the number of seats in the respective category work out to be 0.5 or above. The Chairperson of the Department and Principal of the College will maintain the record for the purpose. Important Instructions for Reserved Category Seats: 1. The Reservation of seats is as per the Reservation Policy of the Haryana Govt. and is subject to any change/amendment made by the State Govt. from time to time. 2. If the reserved seat(s) of BC Block-A remain vacant, these will be filled up from BC Block-B and vice-versa. 3. The seats remaining vacant under various categories other than SC category shall be converted to General category only if on the day of final counseling no candidate belonging to reserved categories is available for admission. The vacant seats of SC category will not be converted. 4. Candidates claiming reservation under Scheduled Caste will submit the certificate as per Annexure-II and Backward Class (Block 'A' & 'B') will submit the Certificate on the prescribed proforma as per Annexure-III and affidavit as per Annexure IV, at the time of counseling. The BC candidates (Block ‘A’ & ‘B’) for benefit of reservation shall also have to furnish an affidavit to the effect that he/she is not covered under the criteria of creamy layer as per Annexure-IV at the time of counseling. The said affidavit shall be furnished by both father and mother of the candidate. 5. Only the candidates having the permanent disability of not less than 40% (being otherwise fit for admission to the course) will be considered for admission as Physically Handicapped. Disability certificate must be issued by the Chief Medical Officer of the concerned District. However, the certificate shall be subject to verification by a Medical Board constituted by the 17 university for the purpose. The decision of the Board shall be final. Physically Handicapped candidates belonging to Haryana are required to submit the handicap certificate as per Annexure-V at the time of counseling. 6. Children & Grand-Children of Freedom Fighters of Haryana are required to submit a certificate from the Deputy Commissioner of the concerned District as per Annexure-VI at the time of counseling. 7. Wards of Ex-Servicemen of Haryana are required to submit the certificate as per Annexure-VII at the time of counseling. 8. For the horizontal reservation, candidates of General, S.C. and B.C. categories will also have to furnish E.S.M./D.F.F. certificate. 9. Under Physically Handicapped, Children & Grand-children of Freedom Fighters and Ex-Servicemen and their Wards Categories, at least one candidate will be admitted, even if the share is less than 0.5 seat. 10. All the eligible candidates whether from Haryana or from Reserved Categories also compete for seats allocated under All India Category. 11. A candidate, who applies for reserved category or for both reserved and general categories, will be considered first in general category. In case, he/she does not get a seat of his/ her choice in general category, then he/she will be considered for reserved category as applicable. 12. Candidates who have passed their qualifying examination from a university in the State of Haryana will be deemed to be Haryana residents and will not be required to submit certificates of bonafide residents of Haryana. VI. METHOD OF COUNSELING & ADMISSION All India Category, Haryana General and Reserved Categories Counseling Procedure: 1. Counseling for admission to LL.B. and LL.M. courses will be held at Department of Law, Kurukshetra University Kurukshetra as per schedule. 2. The candidates are required to present themselves in the Counseling Hall strictly according to the counseling schedule. They will be called for counseling one by one on the basis of rank obtained in Entrance Test. 3. Any candidate who fails to turn up for counseling at his/her turn he/she will be considered for the remaining seats at the time he/she reports for counseling. 4. The candidates will have to present all the original certificates/ documents/testimonials as mentioned in Prospectus to the Admission Committee for verification. They are also required to bring two sets of attested copies of all such certificates/ documents/ testimonials. The Admission Committee will check the eligibility of the candidate. In case the candidate is found ineligible his/her candidature will be cancelled. 5. When a candidate is found eligible only then the Admission Committee will issue admission slip. 18 6. Thereafter, the candidate will be required to deposit his/her fee ON THE SPOT. In case he/ she fails to deposit the required amount of fee then he/she will forfeit the claim to the seat. The fee can be deposited in the form of demand draft in favour of Registrar, Kurukshetra University Kurukshetra or in cash. 7. On production of the admission slips in the Fee Section, they will obtain vouchers and deposit their fees in the State Bank of India on the University Campus. After depositing the Fee in the Bank, the candidates will then come to Fee Section and obtain their Roll Numbers after submitting the Bank receipt. After obtaining the class Roll Numbers, the candidates will produce the same to the Office Assistant in the office of the Law Department and get their Section allotment slip. After obtaining Section allotment slip they will get their names entered in the Attendance Register of the concerned teacher. If any candidate does not get the Section allotment slip from the office of the Law Department on depositing Roll Number slip within the prescribed time (i.e. the time fixed for depositing the fee), his or her admission will be treated as cancelled even though he or she may have deposited his or her fee. His or her seat will be treated as vacant and will be allotted to the next candidate. Such a candidate will himself be responsible for his/her non-admission. Change in Section will not be permitted once it has been allotted. 8. A student of LL.B. (Professional) course shall not be allowed to take admission simultaneously in any other course except Certificate or Diploma in French, German, Japanese & Urdu etc. 9. It shall be the responsibility of the candidates to remain in touch with the Department of Law and ascertain the progress of admissions. They should not wait/depend on receipt of communication from the University. 10. The decision of the Admission Committee in all matters relating to the admission shall be final. 11. For Foreign Students Candidates who have passed qualifying examinations from foreign Universities or Boards are required to deposit Rs. 500/- as eligibility fee for obtaining Eligibility Certificate. The Eligibility Certificate will be issued by the Registration Branch on checking the required documents such as student's visa and the original documents. No candidate can be given even provisional admission without obtaining Eligibility Certificate up to the date of admission with prescribed late fee and not after that date under any circumstances. IX. GENERAL RULES OF THE COURSE (LL.B. Professional) 3-Year Morning/Evening Course 1. The duration of the course leading to the degree of Bachelor of Laws (LL.B.) Professional shall be 3 Year for the Morning and Evening Course. 2. A student is required to attend not less than 66% of the lectures delivered in each of the subjects/papers and also in the tutorials and practical classes, including moot courts. 3. The medium of instructions as well as of the examination shall be English. 4. Practical Training of students shall be inbuilt part of curriculum. X. TUITION FEE (1) Tuition Fee to be charged from casual students is mentioned in the Regulations relating to admission of casual students. (2) Tuition Fee and other monthly dues will be payable for 12 months in a Year, i.e. from June to May. 21 Dues must be paid on the dates notified, otherwise late fee fine per day, excluding holidays, shall be charged. The names of the defaulters shall stand struck off the rolls, if the dues are not paid till the end of the month, unless permission is obtained from the Chairperson of the Department to make payment at a later date within the next month. Students may be re-admitted with the permission of the Chairperson of the Department on payment of the prescribed fee alongwith the arrear of the fee and/or fines, provided that the Chairperson of the Department is satisfied that if re-admitted, the student will not fall short of the requisite percentage of lectures etc. A candidate who attends any classes during the period when his or her name remains struck off the rolls, shall not be given any credit for lectures, which he may have attended during the period in question. If a candidate is admitted to two courses of the University Teaching Department, he or she can be permitted to withdraw his or her candidature from the course other than the course of his or her choice and can get the refund of the fees paid by him or her for the course from which he or she is withdrawing after deducting the admission fee, provided he or she applies within a week of his or her admission to the course of his/her choice. If the admission of a student is cancelled by the University, for no fault of his or her, the dues paid by him or her will be refunded. XI. TUITION FEE CONCESSIONS (a) Full Tuition Fee Concession may be given to deserving students by the Chairperson of the Department up to 10% of the total number of students on rolls in each class or department as on 31st July (including those admitted with late fee upto 31st August) of the year, fraction upto .4 being counted for Half Fee concession and fraction of .5 and above being counted for Full Fee concession. The Vice-Chancellor may, in deserving cases on the recommendation of the Chairperson of the Department concerned, grant additional fee concession upto 10 provided that not more than one such additional fee concession shall be awarded in any class in a Department. (b) Tuition Fee Concessions may be allowed to two or more children of the same parents at the following rates: (i) The eldest to pay full fee. (ii) The younger or younger ones to pay half fee. The concessions will be allowed even if the elder brother or sister is studying in a University maintained institution other than the one in which the younger brother (s)/sister(s) is or are studying. 22 (c) Fee Concession to University Employees and their dependents: (i) Confirmed University Employees permitted to join evening classes or the Directorate of Correspondence Courses or those who are posted in Evening Shifts and are permitted to join the University Day Classes, will be exempted from payment of Tuition Fee provided that in case of individuals who fail in the examinations for which they are permitted or whose conduct is reported as unsatisfactory or who do not take proper interest in the office work, the concession will be discontinued. (ii) A child of a University Employee who is in service and joins a University College or Department or Directorate of Correspondence Courses for higher studies will be entitled to Fee Concession on the basis of his own income and that of his father taken together. (iii) Minor sisters and minor brothers of a member of the University Staff living with him will be eligible for Fee Concession like sons and daughters of a member of the staff, provided the sister or brother is wholly dependant upon the University employee. (d) The children of serving military personnel upto the rank of an NCO or military personnel killed or incapacitated wholly or partly during the war shall be allowed Full Fee Concession. (e) Blind students may, on application, be granted Full Fee Concession. Note: These concessions shall be admissible only to those studying in the University Teaching Departments and Colleges maintained by the University. In addition, Harijan and Backward Class Students of Haryana are granted financial aid by the State Government in accordance with the rules framed by the Haryana Government from time to time. Similar concessions are also available to students from some of the other States in accordance with the rules framed by the respective State Government. XII. RULES FOR ADJUSTMENT/REFUND OF FEE 1. If a candidate after having deposited fee for admission in one course joins another course in another University Teaching Dept./Institute in the same session, as mentioned below, and is permitted to withdraw his/her candidature, fee/funds except admission fee already deposited by him/her for the course from which he/she has withdrawn, shall be adjusted/refunded against the fee/funds of the course he/she joins subject to the condition that the difference, if any, shall be paid by the candidate : i) from a general course to another general course; 23 ii) from a general course to a self-financing course or vice-versa. iii) from a self-financing course to another self-financing course. However, in self-financing courses, adjustment/refund of fee will be allowed only if the seat so vacated is filled by the last date of admission. 2. In case a candidate leaves the University after seeking admission in a particular course, following conditions will apply for refund of fee: a) If a candidate leaves before the commencement of the classes, the entire fee deposited by the candidate will be refunded after deducting Rs. 1000/- only. b) In case a candidate leaves after commencement of the classes, proportionate deduction of fee upto the month of his/her leaving will be made, subject to minimum of Rs. 1000/-. However, refund will be allowed only if the seat so vacated is filled by the last date of admission. XIII. Junior students may contact their Chairpersons or other University functionaries like Proctor, Dean Students Welfare, Chief Warden, Wardens or Chief Security Officer for help and guidance. 25 Appendix-A Instructions regarding Bonafide Residents of Haryana issued vide letter No.62/17/95- 6 GSI dated 3rd October, 1996, No.62/32/2000-6GSI dated 23rd May, 2003 and No.62/27/2003-6GSI dated 29th July, 2003 by the Chief Secretary to Government, Haryana. Subject: Bonafide residents of Haryana - Guidelines regarding. I am directed to invite your attention to Haryana Govt. letters noted in the margin on the subject noted above vide which the instructions were issued regarding simplification of procedure for obtaining the certificate of Domicile for the purpose of admission to educational institution (including technical/medical institution). The matter has been reconsidered in the light of judgment delivered by the Hon'ble Supreme Court of India in the case of Dr. Pradeep Jain vs. Union of India and others reported as AIR 1984-SC-1421, wherein it has been held that instead of the word 'Domicile' the word ‘Resident’ be used in the instructions issued by the State Government and it has been decided to revise the Government instructions. Henceforth, the following categories of persons would be eligible for the grant of Resident Certificate:- i) Candidates, who have passed the examination qualifying there for selection in an institution from a school/college in Haryana. ii) Children / Wards (if parents are not living) / Dependents: - (a) of the regular employees of Haryana State posted in or outside Haryana State or working on deputation; (b) of the regular employees of the statutory bodies/corporations established by or under an act of the State of Haryana who are posted in Chandigarh or in Haryana or outside Haryana. (c) of the regular employees of the Government of India posted in Chandigarh or in Haryana in connection with the affairs of the Haryana Government; iii) Children/wards (if parents not living)/dependents of persons who after retirement have permanently settled in Haryana and draw their pensions from the treasuries situated in the State of Haryana. iv) Children/wards (if parents are not living)/dependents of pensioners of Haryana Government irrespective of the fact that the original home of the retiree is in a state other than Haryana or he has settled after retirement in or outside Haryana; v) Children/Wards (if parents are not living)/dependents of persons, who have permanent home in Haryana and include persons who have been residing in Haryana for a period of not less than 15 years or who have permanent home in Haryana but on account of their occupation they are living outside Haryana; vi) The wives of such persons who are bonafide residents of Haryana irrespective of the fact that they had belonged to any other State before marriage; 26 vii) Persons who were born in Haryana and produce a certificate to that effect; provided that the parents/guardians (if parents are not living) of persons belonging to any one of the above mentioned categories are: a) Citizen of India; b) Produce an affidavit to the effect that they or their children/wards (if parents are not living)/dependents have not obtained the benefit of Resident in any other State. viii) Children & Wards of the accredited journalists residing at Chandigarh and recognised by Govt. of Haryana. 2. All candidates claiming to be bonafide residents of Haryana should produce a Haryana Resident Certificate signed by the District Magistrate/General Assistant to Deputy Commissioner or Sub-Divisional Officer (Civil) of the District/Sub-Divisions/ Tehsildars of Revenue to which the candidates belong. For this purpose, a certificate of the Principal/Headmaster from concerned institution where the children/wards studied last should be considered sufficient. The Principal/Headmaster of the institution shall be competent to issue such certificate, which should be sufficient. 4.
