Ever since its foundation stone was laid by Dr. Rajendra Prasad, the First President of India, Kurukshetra University has taken quantum of leaps and has emerged as an Advanced Centre of Study & Research and a destination of seekers of quality education in conformity with the international standards. The fact that the National Assessment and Accreditation Council (NAAC), Bangalore had bestowed the four star status on this university which bears ample testimony to the high quality of education being imparted here. At present there are 45 University Teaching Departments and 303 affiliated colleges situated in the Districts of Ambala, Panipat, Kaithal, Yamuna Nagar, Hisar, Fatehabad, Jind, Karnal, Sirsa, Kurukshetra and Panchkula. University Library is centrally air-conditioned having total collection of 319603 volumes (including manuscripts/theses/periodical etc.). The Library subscribes to about 450 print research journals. Approx. 5000 journals are accessible online under UGC-INFONET programme. Library is equipped with latest library application software and all the operations of the library are completely computerized. There is arrangement of 500 seats for the readers in the library and it remains open throughout the year except on six national holidays. During examination days it remains open 24 hours on all working days (on Saturdays/ Sundays/ Holidays, the timings of library are from 9.00 a.m. to 12.00 O’ Clock midnight), whereas the Rear Reading Hall remains open round the clock. The computer lab of ERNET section is equipped with 2 mbps in addition to 2 mbps BSNL leased line & 128 kbps VSAT connectivity. Teachers/students are using internet facility daily from 9.00 a.m. to 5.00 p.m. The ERNET section is linked to all the departments/labs of university and approx. 500 nodes have been provided to access online journals. University Library website is available on international super way at the link www.kukinfo.com/library.htm. 7 THE DEPARTMENT OF COMMERCE Established in 1971, Department of Commerce has been conducting M.Com. and M.Phil (Commerce) and three full-time high-profile professional programmes: (i) Master of International Business (MIB) (ii) Master of Marketing Technology (MMT) and (iii) Master of Finance & Control (MFC). To cater further needs of industries/businesses, the Department has initiated P.G. Diploma in Retailing and Logistics Management w.e.f., 2006-07. Master of International Business (MIB): One of the serious pursuits in this direction of professional education began with the introduction of the P.G. Diploma in Export Marketing Management in 1991. The urge to change and strengthen resulted into the Diploma being upgraded in 1994 to a full-fledged post-graduate programme in International Business, popularly known as Master of International Business (MIB). The programme is expected to develop management skills necessary for international marketing and other forms of International Business. Master of Marketing Technology (MMT): An innovative course namely MMT was introduced for the first time in any Indian University in 1995. It has been developed specifically with a view to meet the growing demand for marketing professionals generated by increasing competitiveness in all spheres of business activities. It aims at preparing young executives for understanding the dynamics and accepting the challenges of the modern marketing. Master of Finance and Control (MFC): This course has been designed to produce professionally trained young minds to match the changing demands of a finance manager in the wake of restructuring of the Indian economy. MMT: In the marketing division of a company in public or private sector, advertising agency, media research unit, or any other marketing service organization. MFC: In a recognized stock exchange, investment and finance company, merchant bank, accounting and finance department of trading or manufacturing company, banking/ non-banking financial institution, or any reputed investment and portfolio consultancy concern. After the completion of training, every student is required to submit a Summer Training Report with four weeks of completion of such training. 11 POST-GRADUATE DIPLOMA IN RETAILING AND LOGISTICS MANAGEMENT (PGDRLM) World over, retailing is one of the oldest industry that plays a significant role in the economy. It is the largest private industry in the world and accounts for 8 percent of Gross Domestic Product in the Western economies. Wal-Mart, the largest corporation the world is a retail organization. In India, the retail sector plays a key role in national economy. It contributes 10 to 11 percent of the GDP. It is a major source of employment generation in the country. The sector has, however, vast untapped potential. The organized retail accounts for a mere two percent share of retailing in India. It is very low in comparison to situation prevalent in USA, Thailand and even neighbouring China. The share of organized retail in retailing is 80 percent in USA, 40 percent in Thailand and 20 percent in China. Now the retail scenario in India is undergoing radical changes and huge investment is flowing into this sector. Around 300 shopping malls are under construction organizations in India have witnessed a huge surge in the financial year 2005-06. The largest corporate house in the private sector in the country, Reliance Industry, has made an entry into this industry and initiated activities to achieve a huge turnover target of Rs. 80,000 crore in the next few years. Sensing the emerging requirements and opportunities in this sector, Government of India has allowed in January 2006 Foreign Direct Investment (FDI) upto 51 percent in the single brand retailing organizations. This liberalization measure by the Government is going to step up foreign direct investment in the retailing industry in the coming years. This will lead to the entry of several leading multinationals in retailing industry in India. The spread of organized retail to second level cities is also taking place simultaneously. The emerging surge in retailing is going to create huge demand for professionally trained manpower to assume responsibilities for various functional aspects of the large retail organizations. Besides India, there is a boom in retailing sector in Middle East, Dubai, china and Thailand being the centre of attraction for foreign tourists, have witnessed a rapid growth in organized retailing. Keeping in view the geographical location, these countries provide huge opportunities for employment in executive cadre to Indians. However, there is lack of educational institutions offering courses designed especially to cater the specific requirements of the retail organizations. In order to fill this gap, Department of Commerce, Kurukshetra University has taken an initiative to offer an innovative course viz. Post Graduate Diploma in Retailing and Logistics Management. 12 The course will be spread over two Semesters and of one year duration. The course blends theory with practice orientation. The objectives of the course are: (i) To develop conceptual skills and broad perspectives in the candidates. (ii) To develop competence to handle various functional aspects of the retailing viz. merchandising, supply chain management, retail marketing, and customer relationship management. (iii) To develop an integrated view of retailing functions. (iv) To inculcate decision making and practical orientation which is necessary for assuming executive and higher level positions in the organization. (v) To provide detailed insights in the overall retailing management of different products and services. Pedagogy – Modes of Instruction: Our teaching strategy consists of extensive use of group discussions, panel discussions, brain storming sessions, role-playing and case studies. The role of teacher in charge of any particular course is that of being a guide, a motivator and an initiator. The class-rooms are well-equipped with the-state-of-the-art teaching aids, including overhead projectors, audio-pvisual aids and sound system. Computer Orientation: The department has a well-equipped computer lab with LAN and Internet facilities. The students are exposed to the latest developments in informational technology such as Internet, LAN, E-Mail, & Multimedia. Also the students are provided with practical insights on MS-Word, Excel & Access. Besides, orientation about Management Information Systems, the advanced topics like ECommerce constitute an integral part of each of the three programmes. Viva-Voce: A comprehensive Vive-Voce is held in order to assess the student’s understanding of theoretical and practical work outlined in the course-structure. 1. Elibility : The minimum qualification for admission to the First Semester of all the above said courses shall be as follows: Bachelor's degree in any discipline from the Kurukshetra University, or any other examination recognised by this University equivalent thereto, with at least 50% marks in the Bachelor's degree course. OR B.A. (one-sitting) passed out from this University with at least 50% marks in the aggregate. OR Pass certificate of final examination conducted by the Institute of Chartered Accountants of India or England/Institute of Cost and Works Accountants of India or England (eligible for MIB/MMT/MFC/PGDRLM only). Notes: 1. The minimum eligibility condition for Scheduled Caste/Scheduled Tribe candidates shall be the pass marks in the qualifying examination. 2. There shall be no rounding-off percentage of marks from 49.5 & above to 50. 3. Candidates, who have appeared in the final year of the Bachelor's Degree examination in April/May 2008, can also apply. In such cases, selection will be provisional subject to production of proof of fulfilment of eligibility requirements at the time of counselling. In the event of this requirement being not met by the due date, a candidate will have no claim for admission under any circumstances. 4. 5% relaxation in eligibility condition will be given to the blind candidates. 5. Foreign students, if admitted, will have to produce No Objection Certificate from the Ministry of External Affairs and/or Ministry of Education, Govt. of India, irrespective of anything contained in any other Prospectus/Calendar published by this University. 14 A list of derecognised Boards/fake Universities (Appendix-C) is given in this Prospectus. A candidate who has passed any examination from such Boards/ Universities, shall not be eligible for admission. 2. Number of Seats : Course Seats MIB 40 MMT 40 MFC 40 PGDRLM 40 3. Distribution, Reservation of Seats: (A) Distribution of seats The seats shall be distributed as under: 1) All India category including Haryana : 15% 2) Bonafide Residents of Haryana : 85% (50 % of the seats earmarked for Bonafide Residents of Haryana will be reserved for the Categories as mentioned at (B) below, as per State Government policy and remaining 50 % seats will be filled from among Haryana general category) (B) Reservation of Seats: The seats shall be reserved for the categories as under : i) Scheduled Castes : 20 % ii) Backward Classes of Haryana : 27% (16 % for Block-A) (except Socially advanced persons/ (11 % for Block-B ) Sections (creamy layer)) iii) Physically Handicapped : 3 % (1% Blind or low vision, 1% Hearing impairment, 1% Locomotor disability or cerebral palsy) If the seats reserved for Physically Handicapped remaining vacant due to non-availability of suitable handicapped candidates, it may be offered to ex-servicemen and their wards (1%) and dependents of freedom fighters (1%). 15 (iv) 3% horizontal reservation will be given to Ex-servicemen / Freedom Fighters and their dependents by providing reservation within reservation of 1% of General category, 1% out of Scheduled Castes and 1% from Backward Classes’ category. As far as block allocation in block A and block B of Backward Classes category is concerned, year wise rotational system will be adopted. For example, if block A of Backward Classes is given seat in the academic year 2008, the next block i.e. B block of category of Backward Classes will be given seat in the next academic year i.e. 2009 and so on. Note: under the above 3% horizontal reservation, seats will be allotted to ESM/DFF, where ever the number of seats in the respective category work out to be 0.5 or above. Important Notes: 1. The reservation of seats is as per the reservation policy of Haryana Govt. and is subject to any change / amendment made by the state Govt. from time to time. 2. If the reserved seat(s) of BC Block-A remain vacant, these will be filled up from BC Block-B and vice-versa. 3. The seats remaining vacant under various categories other than SC category shall be converted to General category only if on the day of final counselling no candidate belonging to reserved categories is available for admission. The vacant seats of SC categories will not be converted. 4. Candidates claiming reservation under Scheduled Caste will submit the certificate as per Annexure-II and Backward Class (Block ‘A’ & ‘B’) will submit the Certificate on the prescribed Performa as per Annexure-III. The BC candidates (Block A & B) for benefit of reservation shall also have to furnish an affidavit to the effect that he/she is not covered under the criteria of creamy layer as per Annexure IV. The said affidavit shall be furnished by both father and mother of the candidate. 5. Only the candidates having the permanent disability of not less than 40% (being otherwise fit for admission to the course) will be considered for admission as Physically Handicapped. Disability certificate should be issued by C.M.O. of the concerned District. However, the certificate shall be subject to verification by a medical board of the university constituted for the purpose and decision of the board shall be final. Physically Handicapped candidates belonging to Haryana are required to submit the certificate as per Annexure-V. 6. Children & Grand-Children of Freedom Fighters of Haryana are required to submit a certificate from the concerned Deputy Commissioner as per Annexure-VI. 16 7. Wards of Ex-Servicemen of Haryana are required to submit the certificate as per Annexure-VII 8. For the horizontal reservation, candidates of General, SC and BC categories will also have to furnish ESM /DFF certificate. 9. Under Physically Handicapped, Children & Grand-children of Freedom Fighters and Ex-Servicemen and their Wards Category, atleast one candidate will be admitted even if the share is less than 0.5 seats. 10. All the eligible candidates whether from Haryana or from Reserved categories shall also compete for seats allocated under All India Category. 11. A candidate, who applies for reserved category or for both reserved and general categories will be considered first in general category. In case, he/she does not get a seat of his /her choice in general category, then he / she will be considered for reserved category as applicable. 12. Candidates who have passed their qualifying examination from a Board / university in the state of Haryana will be deemed to be Haryana residents and will not be required to submit certificates of bonafide residents of Haryana. 4. Selection Procedure for MIB/MMT/MFC : All eligible candidates applying for admission to MIB/MMT/MFC will be required to appear in a Common written test based on objective type questions consisting of the following: Part-l Numerical and Quantitative Ability : 30 marks Part-II General awareness in Management /Commerce : 30 marks Part-III Reasoning : 30 marks Duration of test will be one hour. There shall be no re-evaluation of Answer Sheets of entrance test and no request in this regard shall be entertained. 5. Interview : The candidates who have appeared in the written test will be called for interview. Final Merit List: The final merit list for MIB/MMT/MFC will be drawn as under: (a) Marks for Written Test : 90 (b) Marks for Interview : 10 Total : 100 17 Notes: (i) No other weightage will be given for the purpose of merit list. (ii) The candidate, who does not appear in interview will not be considered for admission to MIB/MMT/MFC course. (iii) The final merit list will be put up on the Notice Board in the Department for public display. 6. Counselling for Admission to MIB/MMT/MFC Candidates shall present themselves in person alongwith original documents, complete set of attested photo copies of all the certificates and fees etc for admission on the date, and time. 7. Admission Procedure for PGDRLM : Admission to PGDRLM will be made on the basis of merit of qualifying examination as per schedule. 8. Fee Payable at the time of Admission : For MIB/MMT/MFC :Tuition fees and other monthly dues will be payable for 12 months in a year (from June to May). Rs. 7000/- approximately will be payable on account of tuition fee and other charges will be payable in addition to training-cumplacement fee Rs. 3500/- to be paid only once in two years for MIB/MMT/MFC. For PGDRLM : The candidates seeking admission in PG Diploma in Retailing & Logistics Management will be required to deposit Rs. 15,000/- (Rs. 7,500/ for SC/ST candidates of Haryana) for two Semesters. This will be in addition to the other charges. Students shall pay the Project fee of Rs.2500/- (Rs.1250/- for SC/ST candidates of Haryana at the time of submission of Project Report in the 2nd Semester). After depositing the fees in the State Bank of India (University Branch), each admitted student will report to the Fee Section (Arts Faculty Building) to obtain Roll No. for submission of the same in the Department. If a student fails to report to the Fee Section/Chairperson of the Department, his/her admission will be treated as cancelled even if he/she has deposited his/her dues in the Bank. 9. Academic Calendar: The academic calendar as approved by the University for various Departments shall have to be observed strictly. Students of these courses are required to strictly adhere to the academic calendar as may be decided for them. Anyone found to be intentionally absenting from the classes, seminars, and other academic business sessions are liable to expulsion from the Course. 18 10. Miscellaneous Information : (For MIB/MMT/MFC and PGDRLM) (i) Migration Certificate: The rules and regulations for submission of the migration. certificate (as printed in Ordinance III-Migration of Students, University Calendar, Volume 1,1997), will be applicable to all those who have passed the lower examination from other universities. (ii) Eligibility Certificate: The eligibility for admission will be checked by the Chairperson of the Department at his own level and after provisional admission; the Registration Branch will check all documents of admitted candidates. (iii) Fee Concessions, Scholarships, and Stipends: For detailed information on the subject, interested candidates are advised to consult the relevant provisions in the Handbook of Information (HBI) published by the University. (iv) Residential Requirements: On joining the Department, every student will, as far as possible, be accommodated in one of the University Hostels. Only bona-fide students admitted to these programmes will be allowed to reside in the Hostel. Residents are liable to be expelled from the Hostel if they accommodate in their rooms any unauthorised person without the permission of the warden. Unless otherwise exempted for medical or other reasons, every resident student shall be required to join the Dining Hall of the Hostel. (v) Hostel Charges: The amount of Hostel Admission fee for the month of June, July and August and other charges payable at the time of admission will be Rs. 4500/- approximately. The details of these charges can be seen in the Hostel Rules Book for the Year 2008-09. The Book-let containing the Application Form for admission to the Hostel and detailed Hostel Rules, can be had from the Manager, Printing. & Publications, on Payment after taking the admission. If any student gets accommodation allotted in his/her name and allows some other person(s) to stay in his/her allotted room and/or to take meals, in that case the admission of both the students, i.e. (i) the allotted and (ii) the illegal occupant, shall be cancelled from the department as well as from the Hostel without assigning any reason. 19 (vi) Any legal dispute relating to admission of students will be subject to Courts at Kurukshetra or Courts having jurisdiction in Kurukshetra. (vii) The rules contained in the Prospectus are subject to change without prior notice. (viii) Any change in the date of admission test will be communicated well in advance. Rules for Adjustment/Refund of Fee 1. If a candidate after having deposited fee for admission in one course joins another course in another University Teaching Dept./Institute in the same session, as mentioned below, and is permitted to withdraw his/her candidature, fee/funds except admission fee already deposited by him/her for the course from which he/she has withdrawn, shall be adjusted/refunded against the fee/funds of the course he/she joins subject to the condition that the difference, if any, shall be paid by the candidate : i) from a general course to another general course; ii) from a general course to a self-financing course or vice-versa iii) from a self-financing course to another self-financing course. However, in self-financing courses, adjustment/refund of fee will be allowed only if the seat so vacated is filled by the last date of admission. 2. In case a candidate leaves the University after seeking admission in a particular course, following conditions will apply for refund of fee: a) If a candidate leaves before the commencement of the classes, the entire fee deposited by the candidate will be refunded after deducting Rs. 1000/- only. b) In case a candidate leaves after commencement of the classes, proportionate deduction of fee upto the month of his/her leaving will be made, subject to minimum of Rs. 1000/-. However, refund will be allowed only if the seat so vacated is filled by the last date of admission. Subject: Bonafide residents of Haryana - Guidelines regarding. I am directed to invite your attention to Haryana Govt. letters noted in the margin on the subject noted above vide which the instructions were issued regarding simplification of procedure for obtaining the certificate of Domicile for the purpose of admission to educational institution (including technical/medical institution). The matter has been reconsidered in the light of judgment delivered by the Hon'ble Supreme Court of India in the case of Dr. Pradeep Jain vs. Union of India and others reported as AIR 1984-SC-1421, wherein it has been held that instead of the word 'Domicile' the word 'Resident' be used in the instructions issued by the State Government and it has been decided to revise the Government instructions. Henceforth, the following categories of persons would be eligible for the grant of Resident Certificate:- i) Candidates, who have passed the examination qualifying there for selection in an institution from a school/college in Haryana. ii) Children / Wards (if parents are not living) / Dependents: - (a) of the regular employees of Haryana State posted in or outside Haryana State or working on deputation; (b) of the regular employees of the statutory bodies/corporations established by or under an act of the State of Haryana who are posted in Chandigarh or in Haryana or outside Haryana. (c) of the regular employees of the Government of India posted in Chandigarh or in Haryana in connection with the affairs of the Haryana Government; iii) Children/wards (if parents not living)/dependents of persons who after retirement have permanently settled in Haryana and draw their pensions from the treasuries situated in the State of Haryana. iv) Children/wards (if parents are not living)/dependents of pensioners of Haryana Government irrespective of the fact that the original home of the retiree is in a state other than Haryana or he has settled after retirement in or outside Haryana; v) Children/Wards (if parents are not living)/dependents of persons, who have permanent home in Haryana and include persons who have been residing in Haryana for a period of not less than 15 years or who have permanent home in Haryana but on account of their occupation they are living outside Haryana; vi) The wives of such persons who are bonafide residents of Haryana irrespective of the fact that they had belonged to any other State before marriage; 22 vii) Persons who were born in Haryana and produce a certificate to that effect; provided that the parents/guardians (if parents are not living) of persons belonging to any one of the above mentioned categories are: a) Citizen of India; b) Produce an affidavit to the effect that they or their children/wards (if parents are not living)/dependents have not obtained the benefit of Resident in any other State. viii) Children & Wards of the accredited journalists residing at Chandigarh and recognised by Govt. of Haryana. 2.
