KURUKSHETRA UNIVERSITY Located in Kurukshetra, the land of Gita, Kurukshetra University is a premier institution of learning in India. Established by an Act of Haryana Legislature in 1956, the University started as a unitary teaching and residential University to promote Indology. It has now grown into a multi-faculty University with over forty Post-Graduate Teaching Departments offering instructions in diverse fields including Law, Management, Commerce, Social Science, Engineering, Science and Medical Science. The University has a beautiful and quiet campus spread over 400 acres of land with sylvan surroundings and the best infrastructure available. The campus has a Centrally Air-conditioned Auditorium with a seating capacity of 2500 and a 70 mm Projector, a Senate Hall, Conference Hall, a well-developed Sports Complex (Playgrounds, Gymnasium, Stadium, Swimming Pool, Tennis Courts, Volleyball Courts, Basketball Courts etc.), Yoga Centre, Computer Centre, Health Centre, Open Air Theatre, etc. There is a spacious and well-equipped air-conditioned Central Library fully computerised with Internet facilities. Adequate and well-furnished hostel facilities exist for male and female students. The neat and clean hostel premises carry the advantage of sprawling lawns and charming flower beds. The University is situated in pollution-free environment at a distance of about 9 Kms from Pipli on the Delhi-Chandigarh National Highway and 4 Kms from Kurukshetra Railway Junction on the Delhi-Ambala section of the Northern Railway. 5 INSTITUTE OF LAW In order to meet the challenges of globalization and liberalization and to develop an institution of excellence in legal education, Kurukshetra University established the Institute of Law in the Year 2001 on its campus to offer 5-year Integrated Law Course. The object of the Institute is to disseminate legal knowledge that meets the demands of the fast changing economic, political and social institutions. The emphasis is to look at law as an instrument of social change and progress and to inculcate amongst students high degree of professionalism with a sense of responsibility towards the society. The Institute is housed in its own building on the campus, the foundation stone of which was laid by the Hon’ble Mr. Justice Dr. A. S. Anand, the then Chief Justice of India. It is a modern building complex having a compact area of 60,000 square feet with all the infrastructural facilities, comparable to the best in any national law school in our country. While faculty and the students comprise the essential human factors in education, the endeavour cannot prosper without adequate library and computer facilities. The Institute provides the students with a variety of academic and support resources to enhance their knowledge and skills. 6 COURSE SPECIALS B.A.LL.B. (HONS.) The Institute started a whole time 5-Year Integrated Course of B.A.LL.B. (Hons.) from the Academic Session 2001-02. The first batch of the course graduated in Law in July 2006. All admission are made strictly according to the merit drawn on the basis of an All India Entrance Test. The Entrance Test is conducted by the Kurukshetra University , Kurukshetra with the aim and object to evaluate the communication skills, general awareness, analytical and reasoning ability of the candidates. The course contents are a unique combination of Law in theory and action and other allied subjects. New emerging areas in Law like Cyber Laws, Intellectual Property Laws, Human Rights Law, Women and the Law, Environment Protection Laws, Corporate Laws, etc. have been included in the syllabi. INTERACTIVE LEARNING In order to train the budding lawyers, the faculty employs a mix of learning tools aimed at providing sound conceptual knowledge making students competent to find realistic situations for problem solving and in decision making. Moot Courts, Practical Training in Courts, Work in Lawyers’ Chambers, Tutorials, Seminars, Project Reports, Debates, Quiz Contests, etc. are inbuilt part of the course curriculum, as the performance of each student in all these is to be evaluated. In order to provide due exposure to the students and teachers, distinguished jurists, senior advocates, eminent professors are invited to deliver extension lectures, conduct seminars and discussions. These Programmes make law teaching not only more meaningful but practice-oriented with due emphasis on court procedures and court-craft. This Prospectus is to be used only for seeking admission to B.A. LL.B (Hons) 5- Year Integrated Degree Course for the academic session 2008-09. 2. The candidates must read the Prospectus carefully before filling the Admission Form. Attested Photographs must be affixed on the Form. 3. Nothing contained in this Prospectus would be construed to convey sanction or cited as an authority for which University Regulations in Calendar Vols. I, II and the relevant Rules in Vol. III, alone are authentic. 4. There shall be no rounding of percentage of marks of the qualifying Examination i.e., 40% and 50% means exact percentage. Thus, 39.5 % and above does not mean 40% or 49.5% and above does not mean 50%. 5. All information furnished by the candidate is subject to verification. In case any information is found to be fake/false, at any stage, admission of the candidate shall stand automatically cancelled. Besides the admission being null and void ab initio the candidate can also be prosecuted. 6. Notwithstanding the fact that the candidate has taken admission, if it is found that the candidate was not eligible; his/her admission shall stand cancelled ab initio. 7. No certificates/copies are to be attached with the Application Form. The original certificates alongwith two sets of attested copies of each certificate are to be produced at the time of counselling. 8. In order to ensure academic standards, discipline and peaceful atmosphere in the University , if the concerned authorities are not satisfied with the character, past behaviour and antecedents of a candidate, they may refuse to admit him/her to any course of study in the University . The Vice-Chancellor may cancel the admission of any such student. 9. The Admission Form if sent by mail must be sent through Registered Post/Speed Post/Courier and it will be the candidate’s responsibility to ensure that the Form reaches in time in the office of the Institute. 10. Late applications for Admission to the course or those which are not made on prescribed form shall be rejected and no further correspondence shall be entertained. 11. The last date for the receipt of admission forms duly completed in all respects in the office of the Institute is Tuesday, June 17, 2008, upto 5.00 p.m. 12. Any Candidate, who does not receive his/her Admit Card for Entrance Test upto Wednesday, June 25, 2008 he/she should contact the Director, Institute of Law, Kurukshetra University , Kurukshetra in person, alongwith two recent Passport Size photographs duly attested by a Gazetted Officer or Head of the Institution last attended, on June 26-27, 2008 (upto 5.00 p.m.) for issuance of Duplicate Admit Card. . Note: Any legal dispute relating to admission shall be subject to Kurukshetra Courts or Courts having jurisdiction in Kurukshetra. 11 I ELIGIBILITY (a) A person who has passed Senior Secondary Certificate Examination (10+2 standard) from the Board of School Education, Haryana or an Examination recognized as equivalent thereto, with 50% marks in the aggregate with five subjects including the subject of English shall be eligible to seek admission in the first year of B.A.LL.B. (Hons.) 5-Year Course. The candidates, should secure minimum 30 marks in Entrance Test- 2008 in order to be eligible (20 marks in the Entrance Test 2008 for SC of Haryana). (b) The minimum eligibility condition in the case of SC/ST Candidates shall be 40% marks in the qualifying Examination with English as one of the subjects. (There shall be no rounding of percentage of marks of the qualifying Examination i.e. 40% and 50% means exact percentage. Thus, 39.5 % and above does not mean 40% or 49.5% and above does not mean 50%.) (c) On July 1, 2008 the candidate seeking admission, shall not be more than 21 years of age (23 years in case of SC/ST candidates). (d) The Course is open only to whole time students and not to employed including the self - employed. (e) The candidates who have appeared for the final year of 10+2 Examination in 2008 and whose results have not been declared may also apply at their own risk and responsibility subject to the fulfilment of the above- mentioned eligibility conditions on the date of counselling. CANDIDATES WHO ARE PLACED UNDER COMPARTMENT IN THE QUALIFYING EXAMINATION SHALL NOT BE ALLOWED ADMISSION TO THE COURSE, EVEN PROVISIONALLY. II INTAKE, DISTRIBUTION AND RESERVATION OF SEATS (To be filled on the basis of Entrance Test-2008) Intake = 120 Distribution, Reservation of Seats (A) Distribution of seats The seats shall be distributed as under: 1) All India Category including Haryana 15% 2) Bonafide Residents of Haryana 85% (50% of the seats earmarked for bonafide residents of Haryana will be reserved for the categories as mentioned at (B) below, as per State Govt. policy and remaining 50% seats will be filled from among Haryana General Category.) (B) Reservation of seats for Bonafide Residents of Haryana The seats shall be reserved for the categories as under: 12 (i) Scheduled Castes 20% (ii) Backward Classes of Haryana 27%: (16 % for Block-A) (except Socially advanced persons/ (11 % for Block-B) Sections (creamy layer) (iii) Physically Handicapped 3 % (1% Blind or low vision, 1% Hearing impairment, 1% Locomotor disability or cerebral palsy) If the seats reserved for Physical ly Handicapped persons remain vacant due to non- avai labi l i ty of sui table handicapped candidates, it may be of fered to ex-servicemen and their wards (1%) and dependents of freedom f ighters (1%). (iv) 3% horizontal reservation will be given to Ex-servicemen/Freedom fighters and their dependents by providing reservation within reservation of 1% of general category, 1% out of scheduled castes and 1% from backward classes category. As far as block allocation in Block A and Block B of backward classes category is concerned, year-wise rotational system will be adopted. For example, if block A of backward classes are given seats in the academic year 2008, the next block i.e. B block of backward classes will be given seats in the next academic year i.e. 2009 and so on. Note: Under the above 3% horizontal reservation, seat will be allotted to ESM/DFF, wherever the number of seats in the respective category work out to be 0.5 or above. Important Notes: 1. The Reservation of seats is as per the Reservation Policy of the Haryana Govt. and is subject to any change/amendment made by the State Govt. from time to time. 2. If the reserved seat(s) of BC Block-A remain vacant, these will be filled up from BC Block- B and vice-versa. 3. The seats remaining vacant under various categories other than SC category shall be converted to General category only if on the day of final counselling no candidate belonging to reserved categories is available for admission. The vacant seats of SC categories will not be converted. 4. Candidates claiming reservation under Scheduled Caste will submit the certificate as per Annexure-II and Backward Class (Block 'A' & 'B') will submit the Certificate on the prescribed proforma as per Annexure-III and affidavit as per Annexure IV, at the time of counselling. The BC candidates (Block ‘A’ & ‘B’) for benefit of reservation shall also have to furnish an affidavit to the effect that he/she is not covered under the criteria of creamy layer as per Annexure-IV at the time of counselling. The said affidavit shall be furnished by both father and mother of the candidate. 5. Only the candidates having the permanent disability of not less than 40% (being otherwise fit for admission to the course) will be considered for admission as Physically Handicapped. 13 Disability certificate must be issued from Chief Medical Officer of the concerned District. However, the certificate shall be subject to verification by a Medical Board constituted by the affiliating University for the purpose. The decision of the Board shall be final. Physically Handicapped candidates belonging to Haryana are required to submit the certificate at the time of counselling as per Annexure-V. 6. Children & Grand-Children of Freedom Fighters of Haryana are required to submit a certificate from the Deputy Commissioner of the concerned District as per Annexure-VI at the time of counselling. 7. Wards of Ex-Servicemen of Haryana are required to submit the certificate as per Annexure- VII at the time of counselling. 8. For the horizontal reservation, candidates of General, SC and BC categories will also have to furnish E.S.M./D.F.F. certificate. 9. Under Physically Handicapped, Children & Grand-children of Freedom Fighters and Ex- Servicemen and their Wards Categories, at least one candidate will be admitted, even if the share is less than 0.5 seat. 10. All the eligible candidates whether from Haryana or from Reserved Categories may also compete for seats allocated under All India Category. 11. A candidate, who applies for reserved category or for both reserved and general categories, will be considered first in general category. In case, he/she does not get a seat of his/ her choice in general category, then he/she will be considered for reserved category as applicable. 12. Candidates who have passed their qualifying examination from a school/college situated in the State of Haryana will be deemed to be Haryana residents and will not be required to submit certificates of bonafide residents of Haryana. III SELECTION PROCEDURE Admission to the Ist Semester of B.A. LL.B (Hons) 5- Year Integrated Degree Course for the academic session 2008-09 shall be made on the basis of marks obtained by the candidates in the Entrance Test which will be conducted by the Controller of Examinations of the University . The Entrance Test shall be of 10+2 standard and of two hours duration from 10.00 a.m. to 12.00 p.m. at KURUKSHETRA UNIVERSITY . Date for Entrance Test : June 30, 2008(Monday) Time : 10.00 a.m. to 12.00 p.m. The Entrance Test shall have 100 multiple choice objective type questions in the following areas and each question shall carry one mark: (i) General English 25 Questions 14 (ii) General Knowledge & Current Events 50 Questions (iii) Aptitude, Reasoning, Mental ability 25 Questions (The Candidates should report at the Test Centre half an hour before the commencement of the Entrance Test). THE CANDIDATES SHALL BE ALLOWED TO APPEAR IN THE ENTRANCE TEST PROVISIONALLY SUBJECT TO DETERMINATION OF ELIGIBILITY AT THE TIME OF COUNSELLING. THE CANDIDATES SHALL HAVE NO RIGHT TO CLAIM ADMISSION TO B.A. LL.B (Hons) COURSE MERELY BECAUSE OF THEIR APPEARING IN THE ENTRANCE TEST. (i) The result of Entrance Test shall also be sent to the candidates by post. However, the University shall not be responsible for postal delay or loss of result in transit. Candidates are, therefore, advised to ascertain their result on their own from the office of the Institute. (ii) There will be no re-evaluation/re-checking of answer sheet of the Entrance Test and no request in this regard shall be entertained. (iii) In case two or more candidates obtain same percentage of marks in the Entrance Test, marks obtained in the qualifying Examination shall be taken into consideration, and in case there is still a tie, the marks obtained in the next lower Examination, and in case, there is still a tie, the candidate senior in age shall be given priority. 15 IV SCHEDULE OF COUNSELLING FOR ADMISSION Display of Result of Entrance Test: July 09, 2008 (On the Institute's Notice Board) Dispatch of Result of Entrance Test to Candidates July 09-16, 2008 Venue for Counselling Institute of Law, K. Kurukshetra (a) Counselling for admission to All India Category and Haryana General Rank 1 to 120 July 24, 2008 (10.00 a.m. sharp) Deposit of fees July 24-25, 2008 (up to 5.00 p.m.) (b) Counselling for admission to Remaining Haryana General Rank 121 onwards July 28, 2008 (10.00 a.m. sharp) Deposit of dues July 28-29, 2008(up to 5.00 p.m.) Counselling for admission to Reserved Category (Scheduled Castes, Backward Classes, etc.) Backward Classes Category (Block A & B) July 30, 2008(10.00 a.m. sharp) Deposit of dues July 30-31, 2008(up to 5.00 p.m.) Scheduled Castes and other Reserved Categories July 31, 2008(10.00 a.m. sharp) (Physically Handicapped/Freedom Fighters/Ex-servicemen) Deposit of dues July 31- August 1, 08(up to 5.00 p.m.) If any seat still remains vacant in any category, the candidates, who could not be admitted or who were admitted but failed to deposit their fees, shall report and mark their attendance in the Institute on August 06, 2008 between 10.00 a.m. and 12.00 noon. Merit List of such candidates, category wise, would be put up at 1.00 p.m. and admission shall be made out of such merit list. Admitted Candidates shall pay their fees immediately from August 6-7, 2008 by 5.00 p.m. Seats remaining vacant under various reserved categories other than SC category shall be converted into General Category on August 11, 2008 and the merit list shall be prepared from amongst the candidates who report and mark their attendance in the Institute on August 11, 2008 between 10.00 a.m. to 12.00 noon. The fee shall be deposited from August 11-12, 2008 by 5.00 p.m. Note: The Counselling shall commence at 10.00 a.m. sharp each day and the candidates shall be interviewed in order of merit. Those who report late shall be doing so at their own risk and responsibility. The Candidates are required to bring all original documents, two sets of their attested photocopies and money for the payment of fees and shall be required to deposit the fees immediately. If the fees are not deposited within specified time on selection, the seat shall be offered to the next candidate in merit list. The candidates finally selected for provisional admission will be given admission slip by the office of the Institute. 16 On production of the admission slips in the Fee Section, they will obtain a voucher and deposit their fees in the State Bank of India on the University Campus. After depositing the fee in the Bank, the candidates shall then come to Fee Section and obtain their Roll Numbers, which shall be allotted to them after submission of Bank payment receipt. Thereafter, the candidates shall produce the roll number slips obtained from the Fee Section to the office assistant in the office of the Institute and get Section allotment slip. If any candidate does not get the section allotment slip from the office of the Institute, his or her admission shall be treated as cancelled even though he or she may have deposited his or her fee. His or her seat shall be treated as vacant and shall be allotted to the next candidate. Such candidate shall himself be responsible for the loss of admission. IT SHALL BE THE RESPONSIBILITY OF THE CANDIDATES TO REMAIN IN TOUCH WITH THE INSTITUTE AND ASCERTAIN THE PROGRESS OF ADMISSIONS. THEY SHOULD NOT WAIT/DEPEND ON RECEIPT OF COMMUNICATION FROM THE INSTITUTE. V FEE STRUCTURE 1. Tuition Fee : Rs. 40,000/- per annum (to be paid in 2 installments.) : Rs. 20,000/- for SC Candidates of Haryana. (to be paid in 2 installments.) 2. Other Fees shall be charged as prescribed by the University from time to time. VI ELIGIBILITY CERTIFICATE Candidates who have passed qualifying Examination from another University /Board (other than the Board of School Education, Haryana) are required to obtain Eligibility Certificate from the Deputy/Asstt. Registrar (Regn. & Sch.) after he or she has been admitted provisionally by the Institute. For this eligibility certificate, the prescribed application form can be had from the Office of the Institute. Application form along with all original certificates/mark sheets etc. shall be submitted in the office of the Director so that the eligibility certificate can be obtained. For Foreign Students Candidates who have passed qualifying Examination from foreign University or Boards are required to deposit Rs. 500/- as eligibility fee for obtaining Eligibility Certificate. The Eligibility Certificate will be issued by the Registration Branch on checking the required documents such as student’s Visa and the original documents. No candidate can be given even provisional admission without obtaining Eligibility Certificate. VII CHARACTER CERTIFICATE Character Certificate is an essential document and is required to be submitted at the time of counselling. The Private and Regular candidates are required to obtain and submit the character certificate as follows: 17 (a) Private Candidates: Candidates who have passed the qualifying examination as private candidates should submit their character certificate duly signed by First Class Magistrate with office stamp. (b) Candidates who have recently Passed the Qualifying Examination: Candidates who have recently passed the qualifying examination must submit the Character Certificate from the Head of the Institution last attended as per specimen attached (Annexure I). VIII (A): DOCUMENTS TO BE ATTACHED WITH THE ADMISSION FORM. (a) Self-addressed Acknowledgment Card, bearing postage stamp of Rs. 6/- and (b) Two self-addressed envelopes (already supplied with the application form) stamped for Rs. 5/- each. (c) Admit Card in duplicate duly filled in with attested photographs. (B): ORIGINAL CERTIFICATES TO BE SUBMITTED AT THE TIME OF COUNSELLING (a) Certificate of the Qualifying Examination passed; (b) Certificate showing marks obtained and maximum marks in each subject in the qualifying Examination. (c) Matriculation or equivalent Examination certificate; in support of date of birth; (d) Certificate on the prescribed pro-forma given in the Prospectus in case of candidates belonging to Scheduled Castes Category and Backward Classes (Blocks 'A' and 'B') if applicable; (e) Affidavit by BC candidates from father and mother as per Pro-forma in Annexure IV. (f) Character Certificate as per clause VII above. Note: All the certificates must be as per the specimen supplied. IX LAST DATE FOR RECEIPT OF APPLICATIONS (1) Applications on the prescribed form and complete in all respects should reach in the office of the Institute on or before Tuesday, June 17, 2008 by 5.00 p.m. Incomplete applications or those received late shall not be considered under any circumstances. (2) If the last date for receipt of admission forms falls on a holiday or that day is declared holiday by the University, the next working day shall be considered as the last date for the purpose. (3) Applications received in time in the office of the Director of the Institute shall be registered and a registration Card shall be provided indicating the number under which candidate's name has been entered in the Register and that number shall be quoted by the candidate in subsequent correspondence concerning his/her admission. 18 X GENERAL RULES OF THE COURSE 1. The duration of the course leading to the degree of B.A. LL.B. (Hons) shall be five academic years. Each academic year shall consist of two Semesters, i.e., July to December and January to May. 2. A student is required to attend not less than 75% of the lectures delivered in each of the subjects and also in Tutorials and Practical Classes, Extension Lectures, Moots, Seminars, Court Visits etc. 3. The medium of instruction as well as of Examination shall be English only. 4. In each semester, there shall be 5 papers. In addition there shall be Seminars, Moot Courts, Project Reports, Tests, Assignments and Sessional work. Each paper shall be based on the syllabi and Scheme of Examination as prescribed by the Academic Council from time to time. 5. The Institute shall admit the candidate to B.A.LL.B (Hons) 5 -Year Integrated Course and on completion of the course of study, shall award two degrees as under: (i) After successful completion of the first 3 years of the course, the candidates shall be awarded degree of B.A. (Law). However, this degree shall not be equivalent to LL.B. degree for any purpose, whatsoever. (ii) After successful completion of 5 year integrated course, the candidates shall be awarded degree of B.A.LL.B (Hons). XI If any student gets accommodation allotted in his/her name and allows some other person(s) to stay in his/her allotted room and/or to take meals, in that case the admission of both of the students, i.e. i) the allottee and ii) the illegal occupant, shall be cancelled from the department as well as from the hostel without assigning any reason. XII RULES FOR ADJUSTMENT/REFUND OF FEE Rules for Adjustment/Refund of Fee may be observed w.e.f. the session 2008-09 :- 1. If a candidate after having deposited fee for admission in one course joins another course in another University Teaching Dept./Institute in the same session, as mentioned below, and is permitted to withdraw his/her candidature, fee/funds except admission fee already deposited by him/her for the course from which he/she has withdrawn, shall be adjusted/refunded against the fee/funds of the course he/she joins subject to the condition that the difference, if any, shall be paid by the candidate : i) from a general course to another general course; ii) from a general course to a self-financing course or vice-versa iii) from a self-financing course to another self-financing course. 19 However, in self-financing courses, adjustment/refund of fee will be allowed only if the seat so vacated is filled by the last date of admission. 2. In case a candidate leaves the University after seeking admission in a particular course, following conditions will apply for refund of fee: a) If a candidate leaves before the commencement of the classes, the entire fee deposited by the candidate will be refunded after deducting Rs. 1000/- only. b) In case a candidate leaves after commencement of the classes, proportionate deduction of fee upto the month of his/her leaving will be made, subject to minimum of Rs. 1000/-. Subject: Bonafide residents of Haryana - Guidelines regarding. I am directed to invite your attention to Haryana Govt. letters noted in the margin on the subject noted above vide which the instructions were issued regarding simplification of procedure for obtaining the certificate of Domicile for the purpose of admission to educational institution (including technical/medical institution). The matter has been reconsidered in the light of judgment delivered by the Hon'ble Supreme Court of India in the case of Dr. Pradeep Jain vs. Union of India and others reported as AIR 1984-SC-1421, wherein it has been held that instead of the word 'Domicile' the word 'Resident' be used in the instructions issued by the State Government and it has been decided to revise the Government instructions. Henceforth, the following categories of persons would be eligible for the grant of Resident Certificate:- i) Candidates, who have passed the Examination qualifying them for selection in an institution from a school/college in Haryana. ii) Children / Wards (if parents are not living) / Dependents: - (a) of the regular employees of Haryana State posted in or outside Haryana State or working on deputation; (b) of the regular employees of the statutory bodies/corporations established by or under an act of the State of Haryana who are posted in Chandigarh or in Haryana or outside Haryana. (c) of the regular employees of the Government of India posted in Chandigarh or in Haryana in connection with the affairs of the Haryana Government; iii) Children/wards (if parents not living)/dependents of persons who after retirement have permanently settled in Haryana and draw their pensions from the treasuries situated in the State of Haryana. iv) Children/wards (if parents are not living)/dependents of pensioners of Haryana Government irrespective of the fact that the original home of the retiree is in a state other than Haryana or he has settled after retirement in or outside Haryana; v) Children/Wards (if parents are not living)/dependents of persons, who have permanent home in Haryana and include persons who have been residing in Haryana for a period of not less than 15 years or who have permanent home in Haryana but on account of their occupation they are living outside Haryana; vi) The wives of such persons who are bonafide residents of Haryana irrespective of the fact that they had belonged to any other State before marriage; 23 vii) Persons who were born in Haryana and produce a certificate to that effect; provided that the parents/guardians (if parents are not living) of persons belonging to any one of the above mentioned categories are: a) Citizen of India; b) Produce an affidavit to the effect that they or their children/wards (if parents are not living)/dependents have not obtained the benefit of Resident in any other State. viii) Children & Wards of the accredited journalists residing at Chandigarh and recognised by Govt. of Haryana. 2. All candidates claiming to be bonafide residents of Haryana should produce a Haryana Resident Certificate signed by the District Magistrate/General Assistant to Deputy Commissioner or Sub-Divisional Officer (Civil) of the District/Sub-Divisions/ Tehsildars of Revenue to which the candidates belong. Resident Certificates in respect of elsewhere or in respect of the Children/Wards/Dependents of Haryana Govt. employees who are posted at Chandigarh, Delhi or elsewhere or in respect of Children /Wards/ Dependents of pensioners of Haryana Govt. or in respect of the Children/Wards/ Department of the employees of the Government of India posted at Chandigarh or in Haryana in connection with the affairs of Haryana Government, or in respect of Children/Wards/Dependents of the employees and retirees of the Statutory Bodies/Corporations of Haryana established by or under an Act of the State of Haryana or a Central Act and located at Chandigarh, Haryana or outside Haryana, should be by their respective Heads of Departments. 3. Candidates seeking admission in educational institutions (including medical and technical institutions) located in Haryana, may not be required to produce Resident Certificate, if they have passed the Examination from a school/college situated in Haryana. For this purpose, a certificate of the Principal/Headmaster from concerned institution where the children/wards studied last should be considered sufficient. The Principal/Headmaster of the institution shall be competent to issue such certificate, which should be sufficient. 4. If a candidate is admitted on the basis of claim that he belongs to the State of Haryana but at any subsequent time is discovered that his claim was false, the student shall be removed from the institution, all fees and other dues paid up to the date of such removal shall be confiscated.
