If you argue for the motion:-
(i) Every year lots of mandays are lost due to strikes,lock-outs and work-to-rule methods adopted by labour leaders.This is of course not conducive to the rapid growth of our economy,which is our national goal.
(ii) Economy improves through productivity.A country like India cannot effectively bring about equitable distribution of wealth among its people if productivity does not increase.As most of the mandays are lost due to strikes,it is in the interest of the nation and its people alike to ban strikes in the country.
(iii) Legitimate demands of the workers could be met through various forums like workers’ participation in management,labour ministry,welfare ministry,which are open to them.But for petty issues and personal prestige,labour leaders provoke them to resort to strikes where they often create artificial and superficial demands.Thus,instead of using strike as a medicine they are using it as a meal.
(iv) Strikes should never be considered as a ‘right’ only.The workers and their leaders should also realize their ‘duty’towards the community.As the Indian example shows a contrary picture,it is desirable and necessary to ban strikes legally.
(v) Strike is a key to violence.It often culminates into disruption,destruction and loss of property and human life.This results in serious damages to the economy.
If you argue against the motion :-
(i) Democracy implies the right to disagree.Thus the right to strike cannot be taken away in a democracy.
(ii) The right to strike is the only weapon in the hands of workers,which helps maintain the relationship between the employer and employees.It protects the workers from possible exploitation by the employers.
(iii) Genuine grievances of the workers find their expression through the means of rights to go on strike in a friendly atmosphere and give the management and the employers sufficient time to think rationally on their legitimate demands.If the right to strike is taken away,there would be a communication gap.Tranquillity amongst the workers will be considered by the employers as an all-is-well sign which may not be the true picture.
(iv) The strike is a natural sequel to other peaceful means such as petitions and lists of demands that are put across to employers.Thus,it is the right to strike which gives rise to discussions,debates and reconciliation which are essential for the survival of democracy and for putting things in the right perspective.
(v) Strikes also act as a deterrent to the employers.
