Now it is not possible to create adsense account with blogspot. Google will reply with saying that Site does not meet ... Such messages and your application will be rejected.

But is it a mandatory rule that your account should be 6 months old in ISC?

This is not only mandatory for ISC but for every website it is applicable. If you are registering on Adsense account from your own website then your own website must be 6 month old otherwise they will reject your application.
