Manipur militants shoot education official in knee for corruption

In A case of the parallel government in Manipur asserting itself yet again, suspended Joint Director of Secondary Education Ph Nandakumar Sharma was shot in the knee on Tuesday evening by militant outfit Kanglei Yawol Kanba Lup (KYKL) as punishment for allegedly misusing his position and on charges of corruption. Sharma has been suspended by the State Government for his role in the illegal appointment of government school teachers, despite a ban on recruitment.
The “fake appointments” scam in the Board of Secondary Education, Manipur, which came to light through an expose by the KYKL in mid-2005, has seen over 150 cases of fake appointments and crores of rupees drawn illegally to pay salaries for the illegally appointed teachers by high-ranking officials of the BSEM in exchange for bribes in this job-starved state.
Sharma was paraded before selected media and has reportedly confessed to his crimes. In a press release, the KYKL has charged Sharma with eight counts of misconduct. The charges include promoting 30 BSEM employees without checking vacancies, 18 illegal appointment of teachers despite government ban on recruitment, bribes taken for awarding contracts for printing school books and book covers to local and out-of-state publishers, bribes taken for giving BSEM affiliation to around 10 schools — all amounting to nearly Rs 30 lakh as per the charges.
But the most controversial charge is that of Sharma paying Education Minister L Jayentakumar Singh a sum of Rs 50,000 for revoking his suspension, allegedly as advance for a total “fee” of Rs 10 lakh for the job. Speaking to mediapersons while in KYKL custody, Sharma reportedly said the total sum was only Rs 50,000 and that his wife had handed over the amount to the Minister’s wife for revoking his suspension. According to the charges, Jayentakumar has already issued an official note to the Education Commissioner in this regard dated July 20 and numbered 2/M(EDU)-/SERI/TRPT/07.
When contacted, Imphal police said they had no details yet of the shooting and that reports were awaited.
