CSS - Cascading Style Sheet developed by WWWC(World Wide Web Consortium) is a language (presentable) which arranges the mark-up language content of the website. It is used to change the "Look & Feel" with one change for all the pages. This can be very effective if we are looking at creating standard and consitent web pages. It can be a great time saver for the web developer.
In the process of web development cycle, the CSS plays a vital role in styling the layout of the website. The term 'cascading' insists that the priority based styling are displayed. When a style satisfies more than one condition, the concept of precedance comes into action and hence, the results get shown on the website.
To learn CSS, you need to have basic knowledge of HTML. If you do, then you can visit http://www.w3schools.com/css/default.asp for more learning.
