Planning Commission agrees to toe Arjun line

Union minister for human resource development Arjun Singh seems to have succeeded in convincing the Planning Commission to support the idea of a central legislation to operationalise the Fundamental Right to Education. It is likely that the HRD ministry’s argument that the Right to Education would be an instrument for ensuring systemic changes at no extra cost helped convince the Planning Commission.

The 86th Constitutional Amendment giving every child between the age of six and 14 years the right to free and compulsory education (Article 21 A) was passed in December 2002. However, Article 21 A is yet to be notified, as the enabling Right to Education (RTE) is yet to be enacted.

The Planning Commission has endorsed the idea in the agenda for discussion by the full Commission, which is expected to meet next week. The Commission’s endorsement is important as deputy chairman Montek Singh Ahluwalia is one of the members of the high level group (HLG) that had suggested that the Centre restrict itself to a model bill, which would form the basis for state legislations.

The note on the education sector, which will be taken up for consideration of the full commission, states, “it is imperative to give good quality elementary education to all children in the age group of six to fourteen years. The Centre and states should jointly share the responsibility of providing necessary financial resources for implementing such a guaranteed tright to elementary education. It is therefore necessary to pass relevant central legislation to follow up on the Constitutional amendment.”

Interestingly, despite directions from Prime Minister Manmohan Singh four months ago, the high level group— comprising Mr Arjun Singh, finance minister P Chidambaram, Mr Montek Singh Ahluwalia and economic adviser to the PM C Rangarajan—has yet to meet to take a view on the Right to Education.
