Meet on education put off again

The Full Planning Commission meeting to finalise the strategy for the education sector under the Eleventh Plan period, which was scheduled for Tuesday, has been postponed for the third consecutive time. The official reason for the postponement is the unavailability of Human Resource Development Minister Arjun Singh due to his wife’s illness. The development comes at a time when there is talk of the HRD ministry disagreeing with certain reform proposals mooted by the Planning Commission. The meeting was originally scheduled for August 6, which was rescheduled for August 28. It was again postponed to September 4 due to unavailability of Singh. Official sources said a fresh date for the meeting has not yet been finalised. The Plan panel has sought to bring about far reaching changes in the country’s education system and accepted many recommendations made by the National Knowledge Commission, headed by Sam Pitroda. The proposals include increased corporate participation in the education sector, and hiking higher education fees to at least 20 per cent from the present 5 per cent of the operating cost. The ministry is said to be opposed to such reform proposals. “We need to evolve an appropriate policy framework for facilitating greater flow of private investments in education, including removal of entry barriers and simplified procedures for affiliations,” official sources said. The Commission has also proposed to set up 14 world-class universities with the help of five expert bodies. It also supports private participation in setting up these components of the university. “The Planning Commission will work with the HRD ministry and the UGC to evolve a more detailed proposal,” the sources said. The Plan panel has also suggested reforms in the apex education institutions such as the University Grants Commission, All-India Council for Technical Education, Bar Council of India, Medical Council of India and National Council of Teachers of English.
