Rationale of the Seminar

In recent times, one of the emerging and significant fields of research among the social scientists is Reservation Policy.

Reservation is a part of the fundamental rights guaranteed to the socially, educationally suppressed, oppressed, deprived and historically disadvantaged people of India. So, the Reservation Policy tries to create “the most advantageous conditions possible for the Scheduled Castes, Schedule Tribes and Socially and educationally backward Classes in order to integrate them into mainstream and to protect their due share and opportunities. Some scholars say that Reservation Policy is to achieve the social justice and to establish and egalitarian society and viewed this policy as positive or comensatory or protective discrimination. Some other scholars feel that it is a legalized discrimination and reverse discrimination and will revitalize and polarize the caste system.

The Constitution of India contains a number of provisions, which deals with the reservation for the people beloging to Scheduled Castes and Scheduled Tribes and Backward Classes. The constitution of India protects the principles of equality. All the citizens are entitled to be treated by the state equally, irrespective of thier caste, race, religion, sex, descent, place of birth and residence. No citizen may be discriminated against by the state only on any of these grounds. The exceptions to this principle are made in favour of women and children, the backward classes, the scheduled castes & scheduled tribes and the weaker sections.

Caste is the predominant factor used for Reservation in India, though reservation is also offered based on other parameters like Religion, State of Domicile etc.

In recent years, the sitution became more complicated for the governments in power both at the Centre as well as the States. The ensuing competition in reservation created a division that subsequently became the focus of concern and debate. While some analysts saw reserations as reinforcing caste identities and compromising merit or efficiency, others dismissed these arguments. Of late, the question of extending reservations to the private sector has once again brought the issue of reservations to the centre stage. The introduction of Creamy Layer among the Scheduled Castes & Scheduled Tribes from the purview of reservation in government jobs and promotions is another serious issue raised by the Supreme Court’s recent verdict. The issue relating to the reservation have raised many serious legal and theoretical problems. Since independence, the policiy of reservation has been shaped not only by the greatly expanded scope of legislations but also by judicial interventions.

Call for Papers

The proposed National Seminar on “Emerging Trends and Issues In Reservation Policy” is intended for the scholars belonging to various disciplines who are interested in issues related to Reservation.

Research papers may be submitted either in English or Tamil not exceeding 10 pages (A4 size- ‘Times New Roman’ font – in a CD) with references in the prescribed MLA format on or before 22 February, 2008. An abstract of not more than one page should reach on or before 15 February, 2008 for publication. Both the abstract and full paper may also be sent through e.mail.

Registration

A token fee of Rs. 200/- will be collected as Registration fee from the participants to cover their boarding, lodging for two days and for Seminar kit. For local participants, the Registration Fee is Rs.100/-. The Registration Fee will be collected on the spot at the time of Registration.
