In order to successfully combat the large scale and frequent pest and disease outbreak, which has become a common feature in the state, a training centre in Plant Protection had been established as a Plant Protection Training Centre in 1966 with a view to build up a cadre of well informed and competent technical personnel for effectively tackling crop pests and diseases. Subsequently the institute has been renamed as State Institute of plant protection and pest surveillance (SIPP & PS) in view of the wider range of Training Programmes included in the syllabus like pest monitoring, identification of pests and diseases, conducting rapid rowing surveys etc. The range of trainings have further been expanded from state to national level by organising training programmes sponsored by Government of India. Later the Soil Conservation Training Centre, which is also situated in the same campus, has been merged with the SIPP & PS during 1989 and its name was again changed as Agricultural Staff Training Institute having a broad coverage of all Training Programmes in disciplines like Agronomy, Entomology, Extension, Pest Surveillance, Plant pathology, Soil science, Weed science, Plant protection methods and Agricultural Engineering. This institute also imparts training in Computers as full fledged Computer laboratory was established under AHRD scheme during 1998 . In addition, Off-campus training programmes sponsored by the Govt. of India on certain special aspects like storage technology, modern machinery and equipment, vermiculture and Bio-technology, Integrated Pest Management are also conducted. Trainings in Soil conservation and Watershed management are imparted to the Agril. Extension Officers working in Telangana districts. The institute (A.S.T.I.) is functioning under the administrative control of Commissioner and Director of Agriculture, Andhra Pradesh, Hyderabad and it is upgraded as an autonomous society under the name State Agricultural Management & Extension Training Institute (SAMETI) under National Agricultural Technology Project (NATP) as per G.O.Ms.No.62, Dated 3.3.2000 of Agriculture & Cooperation (FP.II) Department, Government of Andhra Pradesh, Hyderabad and the institute has been registered as a society on 24.3.2000 under the Societies Registration Act, 1860. As per the Annexure. II of the above said G.O., the institute constituted three (3) committees viz., General Council, Executive Council and Academic Committee.





The training programmes organised by the institute are broadly of 3 types

1. Regular Courses

2. Workshops/Seminars - Work shops on IPM, INM, SLTPs etc.

3. Off campus training’s sponsored by Govt. of India.



Institutional training courses are being conducted on technical aspects besides on methodology, tools such as ASA(A Systematic Approach) PRA (Participatory Rural Appraisal) FSBE (Farming System Based Extension) and FSA (Farming System Analysis) techniques.



The Orientation courses to the newly inducted Agricultural Officers into the Department and Courses on Quality control of Seeds, Fertilisers and pesticides, IPM & INM on various crops, Watershed Management, Hybrid seed production, Agricultural Mechanisation, Soil Testing, Water & Crop Management, vermiculture, Pest Management and Computer awareness, with duration ranging from 5 to 10 days in general and 10 to 30 days in Soil & Water conservation and watershed Management are conducted for upgrading knowledge and skills. Imparts training to the Officers in the cadre of Assistant Extension Officers, Agricultural Officers, Assistant Directors of Agriculture, Deputy Directors of Agriculture, Deputy Executive Engineers and Assistant Engineers (Agriculture).



Traditional and conventional methods of conducting the training i.e., delivering lectures have been changed by participatory extension management and participatory technical management.



The participants (trainees) are involved in performing different tasks, evaluate and review their performance by themselves with the guidance and proper direction of facilitators (technical staff of SAMETI) The understanding and perception of the subject is found to be better in the present system.





The Institute is headed by an Additional Director of Agriculture (Principal), 9 Asst. Directors of Agriculture, one DEE, 9 Agricultural Officers and 2 AEs with supporting Ministerial, Technical and Class-IV employees for assisting the Principal.
