Sign AIIMS degrees: HC to Ramadoss

The Delhi High Court on Monday stepped in to discipline Union heath minister Anbumani Ramadoss and ordered him to sign all the AIIMS resident doctors’ degrees within 24 hours.

The direction came from Justice S Ravinder Bhatt. The judge, who disapproved of the running feud between the minister and the director of AIIMS P Venugopal said: “You are using the court as a tool which I won’t allow it.”

The minister has been using every available opportunity to hit at the director. “You are resorting to shadow boxing,” Justice Bhatt told the minister’s counsel during arguments on a petition filed by resident doctors and medical students who were not getting their certificates on time because of the refusal of the minister to sign them along with the registrar who he contends has been illegally appointed.

“The minister shall affix the signatures on 49 degrees as well as such other certificates of the students who need these to take admission for higher studies. The minister shall sign the certificates within 24 hours,” Justice Bhatt said.

The court also directed AIIMS authorities to immediately forward these certificates to the minister’s office so that these could be sent to him by flight as he was in Chennai. “The certificates forward to the minister containing the signature of Sandeep Agarwal, registrar, shall be deemed to have been validly executed,” the court said.

The court refused to entertain the minister’s submission that in case the registrar’s appointment is set aside then the degrees having his signature would become invalid.

“This is a baseless argument. Even a the judgement delivered by a judge whose appointment is set aside by the higher court remains valid,” Justice Bhatt said. “If you want to remove the registrar then remove him, but you must put your signature in the light of the problem faced by the students,” the judge said.

The minister had assured resident doctors on Thursday that by September 25, all the degrees will be handed out at the convocation. “Those who are in a hurry to apply abroad for education can come to me and their degrees will be signed within one or two days. While the rest of the degrees will be handed over by next month.”

The Resident Doctors Association of AIIMS had said that 700 doctors may have to forego their careers since their degrees have not been signed yet. They also said that the stand-off was a result of an ego tussle between AIIMS director the minister.
