The birthday of a great teacher and president of India Dr S Radhakrishnan, is celebrated as Teachers’ Day throughout the country since 1962. On this day the importance of a teacher, his role and contribution in the nation building is highlighted at various functions. Seminars, discussions, and debates are organized in every state and teachers are given awards and rewards for their outstanding performance and contribution. Our state is also organizing functions at different places at various levels on this day. Thanks to the former chief minister Mufti Muhammad Sayeed who, as an encouragement to the teachers, started a tradition to give awards on this day to the teachers. This day is now celebrated in a spectacular and an extravagant manner. Lunch is arranged for thousands of teachers who are ferried from all district and zones in buses to give audience to the some celebrities like chief minister, education minister, minister of state for education, etc., and witness the Award Ceremony. Sate Award, District and Zonal Awards worth more than Rs 5 lakh are distributed. Verily, this is a good tradition and should be appreciated by all as long as the awards go to deserving teachers alone. There should not be any favouritism and political or bureaucratic intervention and pressure in the selection process. These awards should preferably be given to the resourceful teachers especially those teaching in primary and middle schools in far flung areas where they face lot of hardships for want of basic infrastructure like staff, accommodation, furniture, etc. The teachers who, out of their own efforts, ensure everything needed for effective teaching and promotion of education. The Chief Education Officers, the principals, the Zonal Education Officers and headmasters should recommend the deserving teachers only without letting any fear or favour come in the way. Teachers’ Forum, Teachers’ Front and Lecturers’ Forum had recently threatened boycott of Teachers’ Day Celebration if the government failed to fill the vacancies of principals, lecturers, ZEOs and headmasters. Besides, they had also demanded that the teachers’ awards should be exclusively meant for teachers. The officers holding administrative posts should be excluded from this award and the government should make arrangement of separate award for such officers. Though debatable, the Forums have a valid reason. A teachers’ contribution is always outcome of his (individual) effort while contribution of the officer holding administrative post is the outcome of collective effort. So they are genuine in saying that there should be separate awards for these officers. Dr Sarvepalli Radhakrishnan’s dream was that “Teachers should be the best minds in the country.” We have, no doubt, highly qualified and talented teachers in the school education system in the state. There is no dearth of capable manpower. But this potential is not better utilized because of the flaws in the system. In the last five years, hundreds of schools have been upgraded but without providing them required infrastructure. Rationalization of posts is farfetched dream. In some schools, we have 1:5 teacher-student ration while in other schools we have 1: 50. In the name of divisional cadre, masters from Kupwara and other districts are posted in Srinagar City while those belonging to city are sent to the other districts. Every possible effort should be made to adjust the masters, lecturers, headmasters and principals in their parent districts. Place of posting of a teacher has direct bearing on his teaching. Tired and mentally disturbed teacher, however competent he may be, can never deliver classroom transaction effectively. What is needed is that every effort should be made to adjust a teacher suitably. And all the teachers and masters, who are from other districts, should be sent back to their parent districts. Since government has already settled the important demands of teachers and lecturers, the Lecturers’ Forum, the Teachers’ Forum, the Teachers Welfare Front and Teachers’ Front should now concentrate on and press for better curriculum development, better training for teachers, consolidation of all the upgraded schools, change and improvement in examination system, accountability, rationalization of posts, accommodation of schools, re-opening of schools that have been closed down in city since 1975 due to lack of accommodation, eradication of corruption. No doubt, the Directorate of education, Kashmir, has initiated some programmes such as tele-classrooms, pre-placement trainings and capacity building programmes for teachers and lecturers in different subjects and such programmes have proved very fruitful but much is to be done to translate the dream of Dr S Radhakrishnan into reality. To conclude, I congratulate all the teachers on this day with the hope that they will spare no efforts in updating their own knowledge and transferring it to their pupils that are their real award. Let’s all disseminate knowledge and do some good to our posterity.
