I think its because of lack of parents education and illiteracy . Parents does not know the importance of nutrition food. The other cause of underweight is poverty. Most of children suffering from underweight problems from families below the poverty line. This problem can be solved by boost the monthly income of a below poverty line families.

I would like to add in the above reason that, 70 % pepole live in rural area of India, and very true that in India on one side there is good infrastructure and development but when we see the other side of coin there is poverty, illiteracy, unemployment and lack of awareness regarding health and hygine amongst the poor people and unfortunately mejority population of india fall under the category of BPL (Below Poverty Line) which result into the raised in the problems like illiteracy, unemployment, etc... On the other hand the real problem start when Govt. introducing a good and innovative projects and programme to overcome this problems and this projects / programmes are reallygood but they are not reach to the final beneficiaries, and sorry to say that, Govt. fell to implement all this programmes.
