Pass the baton - In sports, there is an event which we call ‘relay race'. In this race there are 4 – 10 members each having a baton in their hands and have to run a given distance. After running that distance, they pass the baton to the next member of the team. So this race is completely a team work game, in which one passes the responsibility to another person.

So, passing the baton means to pass the responsibility to someone else after leaving the responsibility or discharging oneself from it.
