To be all bark and no bite

To be all bark and no bite means to be hostile and intimidating but unwilling to actually get involved in a fight.

Sample Usage

1. Everybody knew that Mrs. Saxena was all bark and no bite; she just pretended to dominate others but would not really get involved.

2. The football team knew the assistant coach was really incapable of taking an aggressive stand against errant players; he was all bark and no bite.
