Elephantine progress : the phrase is an idiom. It means slow movement.

The elephant is a hefty animal which moves very slowly. Therefore when a job or a progress is made at a slow pace, we call it an elephantine progress.

For example: Most of the projects undertaken by the government make an elephantine progress.
