To obtain a Canadian visa one has to show his English language skills to IRCC. IELTS is an examination that will test your language skills and the score obtained in this examination will decide about your proficiency in the language. Internationally this examination will be taken by many people and the countries have established their minimum scores required in this examination.
All potential immigrants should prove their English language ability. Canada is offering three separate ways to express entry.

Federal Skilled Worker Class (FSWC): In this class minimum score required is 67 points. 28 points are for your English skill and another 5 points if you are applying with a spouse who is having English skills

One has to score at least 67 points on the above. Please note that the work experience mentioned by you should be covered under the 'National Occupational Classification' of Canada. In the Canada immigration site one can check one's score also. After this one can apply online for getting selected and getting an invitation for making the final application and depositing the fee. Presently fee is Rs 56000 for PR application. Once the final application is approved then you can send your passport to Canadian embassy for PR Visa stamping.
