  • E- Khatta for a flat in Apartment in Panchayat

    I am having a Flat in an apartment building in the layout approved by the panchayat.

    The builder has given me the B-Khatta at the time of registration which is misplaced, Now kindly answer the below queries.

    1. Cost of getting the duplicate khatta
    2. Any site where I can get the Khatta details by providing document no of the registration.
    3. Panchayat E-Khatta is for the whole apartment or for each flat, Please clarify.

  • There are three types of Khata documents related to a property: A-Khata, B-Khata, and E-Khata.
    A-Khata is the legal document which says that you are possessing the property in your name and if you have a A-Khata then Gram Panchayat would convert it to online digital form to provide you the E-Khata. So, E-Khata is nothing but the digital legal form of A-Khata.

    B-Khata is the document which generally builders provide to their customer but it does not entitle one to be the legal owner of the property until that is registered in the office of the local registrar validated through a sale deed of the property. This is an important point to note that B-Khata is a deficient document from the legal angles but it contains all the information about the property that what would be the tax implication on that and what is the area or size of the property etc. You can get a duplicate copy of the B-Khata from the builder only.

    If you want to get E-Khata for your property but you do not have the details in form of B-Khata or A-Khata then you have to approach the Gram Panchayat with the following documents and they will make the digital E-Khata for you as per the procedure in the matter.
    1. Copy of documents related to building whatever you have (in absence of A-Khata and B-Khata).
    2. Copy of Sale Deed.
    3. Latest Encumbrance certificate (EC) to be obtained from the local authority.
    4. Photograph of the plot.
    5. Photos of the owner(s).
    6. Copy of Photo ID proof of the owner(s) like PAN card/Passport/Driving License.

  • e-Khata is an electronic Khata. It will be issued online. You can apply for it online by logging on to BBMP official website. It is a computerised version of a Khata. All the relevant details like the name of the property owner, location, area, property tax details etc will be there in this document. e-Khata is a legal equivalent of A- Khata. You can download this e Khatta anytime by entering all the details required. The duplicate copy of the B- Khata has to be obtained from the relevant panchayat and your builder can do the same and get you a duplicate of the same. B -Khata will be provided by the builder but that can't be a legal document unless otherwise it is registered with the Sub-registrar office. To be legally pucca you should get e Khata or A -khata from the concerned office.
    You can access your Khata account details from anywhere if you have e-khata. You can pay property tax online if you have the same. Property identification numbers will be given when you register your property. Using that you can view online all the details. This will enable you to make the process of Khata transfer when you buy/sell the property.
    If you don't have the A- Khata or B-Khata also, you can apply for e-khata. You have to contact the Gram Panchyat under which your property is situated and they will tell you the requirements for the same. Then you can provide the information asked and they will do the needful and give you the PID number. You contact your builder and get the B-khata and then contact the gram panchayat.

  • Khatta simply means account. However when it is referring to some terms like A Khatta, B Khatta, E khatta etc, this is relates to an account related to propery assessmentand taxpaymentthereon. This is prevalent in Karnataka State .
    This Khatta is a document that specifies the person liable to pay the property tax. Hence the document contains all relevant details like the name of the property owner, property number, the extent of the property, location, built-up area, tax assessment, etc and any more information needed to enable property tax assessment.and payment.
    A person who owns a property in Brihat Bengaluru Mahaanagara Paalika (BBMP) is to obtain such a document.

    It should be understood that his khatta is not a title deed, but a document, but a record document maintained by BBMP for purposes of tax payment /tax paid history on that particular property.This Khatta does not by itself give ownership, but just specifies or identifies the person who is liable to pay the property tax .

    This document (Khatta) is categorised int two. - A Khatta and B Khatta.

    A Khatta is given for proprty that legally conforms to all the government regulations and taxation.

    B Khatta is regarding property violating norms or not fully conforming norms or having some pending taxes and payments. B Khatta can be upgrade to A Khtta by paying the relevant charges and submitting needed documents.

    E Khatta is electronic version filled online and paid online

    It is the responsibility and duty of a property owner in BBMP area for Khatta registration. Khata is needed o various transactions on the property. For registration of Khatta there are certain documents to be submitted to BBMP.

    In the given case as you have misplaced the E KKhatta given by the buildr, you need not worry. Just read the title deed document and there may be some narration or copy of the previous tax payment. With that you can approach the concerned Municipality or Panchayat and get details. I the property is already transferred in your name in their records matter is easy. Otherwise you have to apply for registration in your name by submitting the sale deed, last tax paid receipt/certificate, occupation certificate given by municipality/panchayat etc(in short all papers which prove your title to the property).

  • The cost of getting a duplicate E Khatta depends on which gram panchayat of your property and most importantly the builder you will get this work done, how much will it cost, it is difficult to tell a fixed amount. You can get the duplicate account again only through the builder who has done all the transaction work of your property. If you have any normal account then you do not need to worry, it is converted into an online digital form for converting into an e-account by your own Gram Panchayat. So we can also say that an e-account is nothing but a digital legal form of a normal account. That is, the simple thing is that an e-account is an electronic account. Now if we talk that you do not have any normal account available then you can apply for a new e-account. To complete this you have to approach the Gram Panchayat under which your property is situated. They will tell you the requirements which are required to open the E Khatta. You can then provide the information and the documents will be submitted correctly. After the complete process, you will be given a number called PID number. Although this work is a bit long-term if you find the right builder then you will get the job done quickly in less time.
