Is court affidavit enough for pointing out error in my mother's name in my 10th and 12th certificat

These days some authorities are insisting on publication in the gazette if there is any change in the name. This process will have three steps.\
1. Affidavit
2. publication in newspapers
3. Application for Gazette publication.
