  • A village secretary will be the incharge of the Village and report to the members of the Panchayat including the Surpunch. They will be in charge of the administration of the village and accounts also will be maintained by them. Some of their important duties are mentioned below.
    1. They will maintain the accounts of the village. They will maintain the details of income and expenditure and will make a statement and produce it before the members of the Village Panchayat for their approval.
    2. They will be up keeping all the records that are to be maintained by the Panchayat and produce before the concerned higher officials as and when asked for. They will also maintain the list of fixed assets of the village panchayat in the form that is prescribed for the same.
    3. They will oversee the functioning of the staff working in the Village Panchyat and report the same to the Surpunch of the village and his administrative charge also.
    4. They will coordinate with all the Panchayat members and arrange the meetings as required. They will also participate in the meeting and discussions actively. They will maintain the records of the meetings and take the signatures of all the members who attended. They will also make the minutes of the meetings and put them up to the concerned for their approval.
    5. He will be responsible for collecting the amounts that are levied to the village members as per the rules from time to time. He will be preparing the receipts for the money received from the villagers and giving them. The bank accounts will be maintained by him. But he may not have the cheque power.
    6. He will be giving notices to defaulters and see that all dues will be recovered so that sufficient funds will be available for the Panchayat to carry out the works.
    7. If any industry is being established within the boundaries, they should see that the industry will get all the required permissions and also see that they will pay the taxes as per the rules of the Panchayat.
    8. He will be conducting the meeting of all the members of the villages as and when required (Gram Sabha) and understand the grievances of the people and clarify the works that are planned or carried out.
    9. Preparing the voters list of the village will be his duty.

  • In our country we have a Panchayati Raj system to take care of the district, block, and village level administrative works related to the Govt funds and schemes. At the village level a village secretary or panchayat secretary is appointed by the Govt and the recruitment of the village secretary is done by the the state Panchayati Raj department. In some states recruitment is direct while in others it is through an exam.
    Candidates having a graduate degree from a recognised college in the concerned state and having a minimum age of 18 years can apply for these positions. Those candidates who have experience in rural development work are given preference in this selection.
    The role of the village secretary is very important because he has to keep all the records related to statement of accounts and other information and present it to the Gram Panchayat.
    Village secretary is the main coordinator for arranging meetings of Gram Panchayat and provide the information to them as and when required. He is not a part of Gram Panchayat but assists them in the various works and advises them in administrative work.
    He keeps a complete record of stock, assets, and periodical records of accounts and places it before the Gram Panchayat during meetings or otherwise.
    He is the custodian of Gram Panchayat funds and also keeps a track of matters related to taxes, fees etc.
    Village secretary maintains the voter list of the village and officially publishes it.
    One of the main roles of the village secretary is to monitor and coordinate the various Govt schemes being implemented in the village.

  • A panchayat secretary is responsible for various kind of duties for the welfare of the village- people living in the villages and he would take active roles in the areas as indicated below-
    1) He would discharge all the duties and exercise power assigned to him under the Panchayat Raj Act for the overall development of the people.
    2) The secretary would attend the meeting of Panchayat apart from standing committee and would take part in the discussion as a capacity of an advisory officer for the development of the people with a right to move any resolution or to vote.
    3) The secretary would be responsible for the meeting of the Gram Sabha, Gram Panchayat and the committee already in existing, writing down the minutes of the meeting and implementing the resolutions already passed in such meetings.
    4) He would keep a record of both the latest births and deaths having occurred and such figures are updated regularly.
    5) Prepare muster roll and other records of each work being done according to the prescribed rules.
    6) He has to ensure timely payments of all sorts of expenditures for the projects which have been sanctioned already from the higher authorities and withdrawals are to be made from the accounts of Gram Panchayat by the joint signature of Secretary and Sarpanch.
    7) Secretary would collect money levied by the Gram Panchayat in the shape of taxes/ fees and the same is to be deposited in the Panchayats's account.
    8) He would take active role in the coordination of different departmental activities already in force in the Gram Panchayat including NREGA.
    9) He would ensure that the assets of the public buildings and other assets of Gram Panchayat are in good health and if required maintenance is to be undertaken with the allocated budgets with the approval of the appropriate authorities. He has to ensure that the assets, in no way, are encroached by any agencies for unlawful purposes.
