Is it possible to get a Degree at age 28?

You are an engineering dropout. That means you have completed your 10 +2 or intermediate. So you are eligible to do BBA or any other UG course even though you are 28 years old.
You can do the course by joining a college or in correspondence course mode or in an open university, whichever is convenient to you. After completing your UG, you can pursue your go for PG also,
Based on your group subjects in your intermediate, you can choose the subjects for your graduation.

If you have passed and completed one year, some Universities allow you to continue from second year directly. Irrespective of the course you dropped out, you can take any subject you wish to start over.
