  • Issue in applying e khata at Panchayat office


    Facing troubles in applying for e-khata at the Panchayat office? Get assistance and detailed procedure from here.

    I have purchased a DC converted land in Biddarahalli panchayat limit with Manual Khata. The sale deed was executed on October 2017. By that time, the manual khata was transferred in my name (Manual only).

    Now that I have approached Panchayat office to pay my property tax and convert the manual khata to e khata. But, I got the response saying that they are not issuing e khata / not accepting the property tax for the sale deeds executed after June 2013 due to a government order.

    Is there any order persists such that? Now I am blocked to pay my property tax and to get e khata for my site.

    Seeking experts advice here, please suggest.

  • When there is a government order, the officers can't do anything other than what is mentioned in the order. The State government may be issuing orders from time to time and the officers should obey the same. In Karnataka, the state government has issued a notification regarding this. Only those properties that are registered before June 2013 only will be issued A Khata that is e Khata. But the properties registered after that date, are not considered for e Khata and they are also off the tax net. So this problem is not only for you but also for many others. So the time frame for paying taxes may be issued, Discussions are taking place in the government to extend the cut-off date. Shortly all the properties registered after June 2013 may be issued B Khata. Then automatically tax for these properties will also be accepted. But such B Khata holders are not allowed to sell their properties which are under B Khata.

    Second one is, try to visit the Government of Karnataka's official website on this at http://www.sakala.kar.nic.in/Index to clarify your detail for the present status. You can also register your query here to get the answer. You need to check different column on this website to choose the right one.

  • Lands purchased after 2013 are not being entertained for any consideration for its conversion to e khata which is at present known as A Khata. It is because of the government order released by the appropriate authorities and hence the same has to be followed religiously.
    According to the latest order issued by the Karnataka Government where in there is the specific mention of entertaining such cases which were purchased prior to 2013 for the conversion of the sale deeds of the purchaser to e Khata.
    You will have to wait some more time for the inclusion of your case for its conversion to e Khata. The cut off date might be extended sooner since discussions are going on in this direction.
    You might be allotted to B Khata at the first stage making you eligible to pay land tax and so this would provide you partial relief. In that situation the only impediment will be not to sale your property even though the tax from end has been deposited. You will have to wait till such time it has been converted to e Khata finally.
