Since an ACCA course is of the world body, namely, of the Association of Chartered Certified Accountants, UK you need to find out the colleges/universities that have entered into a partnership with it. In the Delhi-NCR area, there are three universities offering the B.Com. course that incorporates the 13 courses of ACCA. These three universities are-

Apeejay Stya University: The School of Management Sciences offers a B.Com. (Honors) Accounting & Finance degree program in collaboration with ACCA. Although the course is of four years duration, you have the option to exit after three years.
Eligibility: 10+2 from CBSE or equivalent with a minimum of 50% as aggregate.

Sharda University: The Sharda School of Business Studies (SBS) offers the B.Com International Accounting and Finance course with ACCA.
Eligibility: Class 12 (10+2 pattern) with minimum 50% marks, and the student should have taken Maths or Commerce as a subject at the Class 12 level.

As for which of the above three is the best, well, I would suggest checking out the reviews that students put up at various educational portals, and you could also get in touch with alumni for feedback.
I could not locate any colleges/universities in Delhi offering ACCA with the BBA course. In any case, students usually opt for a B.Com. course with ACCA integrated into it, rather than a BBA with it. Keep in mind that due to the ACCA collaboration, the course fee is high and can exceed Rs.1,60,000/- with additional fees like hostel accommodation, exam fees, etc.
