From what I've understood, the shop ceiling in Delhi has been around for some years. It is a strict drive by the municipal authorities to close down establishments that had broken the construction or safety rules and regulations. This of course would be a major blow for the people who earn their livelihood from these small shops. Is there any other information for or against that the author can give us to comment about.

You talking about the shop ceiling in Delhi! Arvind Kejriwal is not taking any strict action because of they don't care about the people. They just do big promises before the elections and after that, they don't even want to know which kind of problem face the public.
