Identification of the real beneficiaries should start nowIn every Government scheme, there are loopholes. Those with some influence at the political level, tend to bend all laws and get their way, happily misusing the benefits of any scheme.
This is exactly what happens, even today, with the public distribution system. There are party men who wait for the earliest moment to enter the corruption game and make money.
All this can be avoided with the most advanced information technology software now available. It is high time the Central Government puts in place a clear mechanism to ensure that its ambitious plan of putting in place the medical insurance scheme, meets with success.
None of those employed in the Government and in the organized private sector, who already have some sort of medical insurance, should be included in this scheme.
There should be a fool proof method of identifying only those who really need the scheme and it should reach all those in the unorganized informal sector like flower sellers, the cobblers and servant maids and so on. Let us hope this exercise is done with all sincerity.
