    Identification of the real beneficiaries should start now

    In every Government scheme, there are loopholes. Those with some influence at the political level, tend to bend all laws and get their way, happily misusing the benefits of any scheme.

    This is exactly what happens, even today, with the public distribution system. There are party men who wait for the earliest moment to enter the corruption game and make money.

    All this can be avoided with the most advanced information technology software now available. It is high time the Central Government puts in place a clear mechanism to ensure that its ambitious plan of putting in place the medical insurance scheme, meets with success.

    None of those employed in the Government and in the organized private sector, who already have some sort of medical insurance, should be included in this scheme.

    There should be a fool proof method of identifying only those who really need the scheme and it should reach all those in the unorganized informal sector like flower sellers, the cobblers and servant maids and so on. Let us hope this exercise is done with all sincerity.

    What I feel that the central government is possessing the details of every person and family and it can decide rightly as to whom should get the health insurance benefit scheme started recently. The earlier health benefit schemes have become farce and the hospitals are enjoying the real benefits by hiking the bills and the middle man are getting their share. Now at least the new health insurance to identify the real beneficiary as suggested by the author and for that Aadhar declaration given by every person be taken as the faithful submission and they be given the benefits forth with.

    If our national data of persons, their income and other details are properly mapped then only the identification of real beneficiaries will be possible.

    Govt is trying in this direction sincerely but there are many problems which arise at implementation levels and things do not move in the envisaged direction.

    These things are actually related to the governance in the country as a whole. Until we have a strict vigil and monitoring of the things, it will be difficult to achieve the desired results.

    Thoughts exchanged is knowledge gained.

    When we have applied for Aadhaar all our personal details, status, income and the financial position including assets were taken in details. Those are the self declaration and that can be believed or verified.

    It is quite disappointing that in many cases, especially in PDS, the beneficiaries are from well-to-do families and the laws are tweaked in connivance with some corrupt officials to include those beneficiaries in the list. To mange the whole system of utilization of different benefit schemes, we must have a perfect database of all the citizens that includes their financial status. Like the DBT schemes in case of LPG customers it can be implemented in other schemes also using Aadhaar. Before that, a robust system to manage the correct database, without any error must be devised.
